If he pushes hard for the midterms and the GOP loses one or both chambers of congress - it reflects directly on him.

If he does nothing (or even dissuades voters), he can blame it on the normal pattern of lower turnout in midterm elections and deflect all of the blame on the party "Establishment."

Its about suddenly realizing (after being told by congressional GOP leaders for fifteen months) that the upcoming elections are going to be difficult to win/hold onto... and trying to find a way that it will be framed as not HIS fault.
