4. He's probably not best choice, but not sure a military person is the best choice either.

Military people like bombs, invasions, are fine with collateral damage, and worse.

Fact is, our military budget is mostly contracted services nowadays. Someone tasked with straightening out that sieve is not a bad idea, perhaps freeing up some money for healthcare, education, etc.

military men at top of DOD. Nowadays, we spend most our military budget on technology, not boots on the ground. If we ever decide to cut, or reduce increase in, the military budget, the "savings" could go to things like healthcare, education, etc.
