Are you watching Chernobyl? It's a resistance piece. Shows the danger of the gov't lying to us.

Mid level workers lied about what had happened so instead of evacuating the town, they locked it down and wouldn't let people leave.

Great show. In 4 parts I believe. On HBO.

From the roof of the reactor? It used to be on YT but has been pulled multiple times. Searing images of guys going up to shovel rod fragments for 2 minutes then cycled out for new workers.

I started looking up other information about Chernobly and came across this video. Sounds like the one you are thinking of:

Chernobyl 3828. ...a 2011 Ukrainian documentary film about the Chernobyl disaster. Directed by Sergei Zabolotnyy, it is dedicated to the "liquidators" who were involved in cleaning the most dangerous areas of the plant roof, the "M" zone. The film is named for the 3,828 people who worked in this area.

In episode 2, a nuclear physicist speaks on the phone with another person who knows what is being done at Chernobyl. They speak in code. I can't help but wonder how stressful that level of paranoia can be.

The party hardliners are so full of themselves.
