5. when trump signed the stimulus bill, he signed it with caveat that the restrictions that

had been documented in the bill were deemed "optional" by him. Then after that he proceeded to fire the IG that would be in charge of the oversight role and put someone from the White House legal staff in the position of oversight.

trump/his admin are nothing but a bunch of criminal thugs.
