Hypothesis: There are asymptomatic carriers in whom COVID-19 has gotten into their brains and is doing the same thing, controlling their minds to assure its own spread. They therefore feel compelled to protest, congregate, avoid preventive measures, open states, etc. In a sense, the become a form of Corona Zombie, doing its bidding.
It's just a hypothesis

Same thing in Memphis. Hair & nail salons will be the first to reopen, supposedly because of "numerous requests." From whom, I wonder? Death wish folks?
I guess superficiality & pretentiousness still reign supreme.

MORE: Churches will be allowed to resume in-person services, but asked to maintain social distancing. Hospitals will be able to resume elective medical procedures that had been put off during the response to the pandemic.
