...Trump can only deploy military in Washington D.C because, technically it's not a state, and there's no one (like) a governor there to deny or approve the military moving into the city, unlike states.

Or is he just observing?

He's not in violation of the Constitution, even if he were in VA, he's just checking things out.

...he's obviously there, in uniform, under some order.

That wouldn't fly in states, where he'd need permission from the governor to set up military operations, including recon., Not so in D.C. where there's no like, central authority to seek permission from.

...Washington D.C. has it's own police force, including National Guard.

This man is doing recon to operate his military command in opposition to American citizens. He's already overseen the gassing of peaceful demonstrators, what other oppressions is he contemplating carrying out for Trump behind his cynical words?

No one in charge in D.C. asked for this. He's there under an arcane law which wouldn't fly in states.
