Is there any group or body (like the UN) that can come in and supervise the election to assure that it comes off as fair with no stealing of votes, cheating, voter suppression or other funny stuff?

Can both sides Repugs/Trump and the Dems agree to have a independent group monitor the November election?

I fear that no matter the outcome of the election in November - the side that loses will cry foul. I'm just wondering if Congress can come up with a solution now to prevent that from happening.

There is no independent arbiter that all parties with vested interests would accept.

It’s all down to the states, individually.

2. Generally the US gov't does not like

oversight (AKA interference) by a foreign source. It steps on our sovereignty. Both parties wouldn't approve it.

3. Actually there were international monitors present..

in past elections. They observe, and report their findings, although several states don't allow monitoring.
