ND Gov Burgum issues COVID-19 mandates

Quite the development tonight in North Dakota:

Gov. Doug Burgum, who has for weeks resisted a mask mandate while case numbers have surged to worst-in-the-nation levels, just issued a mandate at 10 p.m. on a Friday night. Plus dining restrictions + more.

But it is pretty stupid to tell banquet and similar facilities that this means they can increase capacity safely - since most people nurse their food and drinks for hours so they are unmasked in such facilities (despite mandatory masking). So increasing capacity with nominally masked patrons makes things less safe.
