He hopes that if he ignores Pelosi and Schumer long enough they'll forget about him. Whatever he does, Trump and the Magats have it in for him.

If I were charitable, I'd propose that he's trying to get enough of the remaining cabinet on his side before he makes the call, but I'm not so I won't.
