Biden says he will sign a major disaster declaration for TX possibly as soon as this afternoon. He spoke w/ Gov Abbott last night about FEMA relief. Biden also says he wants to visit Texas and was thinking of doing so next week but he does not want his visit to be a burden.

I did not see or read anything about the Governor and what he was going to do. It has been all about Cruz.
