I am thinking positively. Somehow we pass HR1 ( we remove fillibuster or pause it for civil rights legislation) , how is it enforced in practice ?
What if red states just ignore it and keep ploughing along putting all sorts of restrictions in place ? You cant really throw a state in jail. So, how does this work ?

One, it's going to meet the Mother of all blockades in the Senate. As written, I suspect 10 DEMS will oppose. If trimmed back, possibly 3 DEMS will oppose. 1-2 DEMS will never support it or allow the filibuster to be killed.
Two... even if passed, it raises SERIOUS Constitutional issues...
Imagine if the Republicans had passed a law requiring VOTER ID in all 50 States.
Same thing.
Fight these things at the State level and worst case scenario... adapt to the new rules and GOTV.

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations" (Article I, section 4).

Yes, I could see a problem from R-appointed judges; we'd have to work around that.
