The statute has teeth: It forces states to give a full accounting. If they break the rule? They pay the money back.

Arizonas unemployment assistance is the second-lowest in the nation. Yet, the governor has not directed one dime of state or federal COVID relief funding to address the severe financial hardship resulting from the unemployment crisis.
Instead, last month he transferred $396 million of the $1.9 billion in federal relief funding he has discretion over to pay expenses of 11 state agencies. These agencies already had state dollars for their budgets. Now they will return their state funding to the treasury.
With a $400 million surplus projected this fiscal year and a $1 billion rainy day fund that remains untouched, the governor channeled COVID relief dollars to already funded state agencies rather than prioritize the needs of Arizonas most desperate families.
