During the last 4 months?! What could possibly have taken him so long to consider that two days of public scrutiny solved, altogether?!

This should make it clear to everyone that immediate public scrutiny is essential.

The SEC implemented a bunch of new rules for Wall Street focusing on the principle of employees working in large teams with their activities clearly visible by all members.

When the actions of an individual are seen by all... they tend to behave better.
