US travelers are told not to travel to Russia (level 4, Do Not Travel), although it is not expressly forbidden. https://travel.state.gov/content/travel/en/traveladvisories/traveladvisories/russia-travel-advisory.html Obviously journalists will want to go there.

The US is not king of the world, it cannot order all nations to obey.
Try ordering China around. It will not end well.
Also, IF the US actually did try to (as someone ludicrously suggested in another thread) to enforce no (as in zero) flights into or out of Russia, that would be an act of war.
Finally, it is unenforceable as well. What is the US going to do, shoot down passenger jets?
