wants to ban Russian athletes, or at least from letting them participate under the Russian flag.

I could be wrong but that's my reading of it

Wants them to compete under a “neutral” flag like they did in 2016 and 2020 because of the Sochi doping scandals.

This was supposed to be “punishment.”

It didn’t stop them from doping their athletes, because there were no real consequences.

They still got to compete.

Of course, some of the athletes are.VERY much pro-invasion (they aren’t being sent to the front, though. They are worth more as propaganda.)

I believe some of the others are forced to show up to the pro-Putin rallies.

There are cheats everywhere in national and international sport. Some get the blessing of their government - others find other ways.

Female skaters and gymnasts are forced to take drugs and hormones which are damaging.
If they refuse, the government takes action and not in a good way.

Putin also puts a lot of pressure on the young gymnasts, he is sexually turned on by them.
