Which Congress certifies the presidential election incoming or outgoing?

Because according to what I just heard only six Republicans say they will certify the election if the traitor loses.

Just googled, the newly elected Congress does it, all the more reason we better fucking win the House because these bastards are straight up traitors and have no intention of acknowledging any Democratic win.

4. What if the House delegations are 25-25?

I keep hearing that if the election goes to the House of Representatives, the orange con man will win because more House delegations are majority Republican. But that is close, I think it's 27-23, and it assumes the Republicans will keep that advantage. I expect the Democrats will take the House in November, and what if that number changes then to a 25-25 split? And then after the presidential election goes to the House, that vote is 25-25? How is the president decided then? College athletic conferences have tie-breakers. Regular-season standings, then head-to-head, then a long list of tie-breakers after those first two. Is there a list of tie-breakers for settling a tie after the House is unable to elect a president? An unlikely scenario, I know, but I have an inquiring mind and I'd just like to know. It could happen.
