Ohio House Democrats outraged over GOP-backed provision that would affect college voters

http://www.cleveland.com/open/index.ssf/2013/04/ohio_house_democrats_outraged.html

COLUMBUS, Ohio -- Ohio House Democrats are outraged over a GOP-backed measure they say could prevent college students from voting.

The move, included in a huge package of amendments to the House's overhauled two-year budget, would require public universities to charge students in-state tuition rates if they issue students an official letter or utility bill as a form of voter ID.

Some Democrats say the provision could prompt universities to stop issuing those documents to prevent the loss of tuition revenue.

Estimate is that this will cost colleges and universities about $370 million if they continue the practice of facilitating out of state students to vote in Ohio as if they were residents.

It is estimated to effect about 37,000 students.
College students vote at about 58% so there's 21,460 votes in play.
It's estimated that the college vote split 51/45 to BHO so that's a 6% spread in play

Net - the voter swing effect of this is about 1,270 to repubs - or about 290k/vote that they're willing to waste from the higher education budget (because they're so committed to having a more edumakated electorate).

Welcome to voter management in a "swing state".
