Is it an oxymoron like jumbo shrimp?

Some people do believe that Creative Destruction is a good policy--sort of like cleaning out the system. But they always forget the idea of "opportunity costs." When people are fired, sometimes their value to our economy is completely lost. In the long run, this "creation" is actually a loss.

The "parable of the broken window" is something to consider in this complex idea.

Boy breaks window. Is it good? Window repairman and window maker think it is. But if they are busy, then they must stop what they are doing to fix the broken window rather than make windows for new buildings. Check it out at the link.
