this is a good discussion of the legal issues and how

Moreover, the New York Times writes that Customs and Border Protection and U.S. Citizen and Immigration Services, the agencies tasked with carrying out the policy, were only given a briefing call while Trump was actually signing the order itself.

Blindsiding your own enforcement apparatus is not a good way to go.

I get the feeling he is in haste to sign all these XOs so he can seem to be keeping his promises and get back to watching TV. Or maybe to get all this stuff out there before he loses his job.
