High-Risk Pools Don't Work, Have Never Worked, and Won't Work in the Future

Even among conservative voters, Obamacare's protection of people with pre-existing conditions has always been popular. In a recent Kaiser poll, it garnered 74 percent approval from Democrats, 70 percent approval from independents, and 69 percent approval from Republicans.

"The magic solution to the problem, according to Ryan and the GOP, is "high risk pools", which simply means separating out the sickest, most expensive people in the country and dumping them into a separate program.

With the "bad apples" (ie, human beings with terrible medical problems) safely tucked out of the way, the average cost of treating everyone else supposedly suddenly becomes less pricey.

This is the exact opposite of the entire point of health insurance in the first place...spreading the risk. In addition, as Jean P. Hall notes in this Commonwealth Fund analysis, it doesn't actually save anyone a dime..."

They are bring to fruition what they predicted and actually wanted years ago.

With pre-existing condition folks herded into a definite group, they can then treat it like a concentration camp.

should not be involved any of the social programs, including social security, medicare, and medicaid

Social stratification was already there before any of healthcare implementations. Age, income, social status, poverty, etc

While the ACA tried to level the playing field for the uninsured, and it is far from perfect, there is no question that this republican replacement is a overt attempt to exploit the most vulnerable in our society, and with that in mind I agree with you that it is to separate people, where as the Peter Paul and Mary song "All My Trials" summarizes it perfectly. "The rich would live, and the poor would die"
