Kathy Hochul sworn in as New York's first female governor

New York Lt. Gov. Kathy Hochul (D) was sworn in as the state's 57th governor early Tuesday, following former Gov. Andrew Cuomo's resignation amid allegations of sexual misconduct.

Why it matters: Hochul is the first woman to serve as governor of New York and will serve out the remainder of Cuomo's term until 2022.

Hochul has already announced her bid for governor in 2022, the first Democrat to do so after Cuomo said he would resign.

Hochul has vowed that no one will ever call her workplace "toxic," per AP.

Hochul celebrated the legalization of adult-use cannabis in New York, arguing it would create jobs, boost New York’s economy, and begin “righting the wrongs of an unjust system” that targeted communities of color.

Hochul has claimed there are “systemic problems” in policing nationwide and said it is time to “rethink our criminal justice system.”

She supported the Cuomo administration’s efforts to reform New York’s bail system that eliminated cash bail for several misdemeanors and non-violent felonies, arguing it was necessary to create a more equitable criminal justice system. However, she acknowledged that there may need to be adjustments to the law. Hochul also supported the repeal of the state’s “walking while trans” ban, an anti-loitering law that critics said police used to harass and arrest law-abiding trans people, in particular.

She supports the Dream Act “1000%” and applauded the US Supreme Court’s June 2020 decision upholding the DACA program. In 2018, she condemned the Trump administration’s child separation policy along the Southern border and said New York would provide the funding and resources needed to “care for these children as we fight to reunite them with their families.”

During her 2011 and 2012 congressional races, she touted her opposition
to driver’s licenses for the undocumented. However, while running for lieutenant governor in 2014, Hochul said she no longer felt that way.

Hochul has said education is a human right and that every American deserves an “affordable, quality education.” She believes community college and technical and career training are “clear pathways to the middle class,” and she has fought to make SUNY and CUNY schools tuition-free for all middle-class families.

She endorsed the Parental Choice in Education Act, which would provide $150 million in tax breaks to parents paying private-school tuition and taxpayers donating money to private and public schools across New York.

She supports a $15 minimum wage, equal pay, and Paid Family Leave, as well as the expanded child tax credit pushed by the Biden administration to provide additional aid to families during the COVID-19 pandemic.

She was a “strong supporter” of the “Make It in America” agenda and introduced the Build It In America Act of 2012, which would provide tax credits for manufacturers whose domestic production exceeded 50% of gross receipts. She also opposed “any trade deal that suppresses wages, cuts benefits, and sends American jobs to other countries,” including the US-Panama, US-Columbia, and US-South Korea Free Trade Agreements, and co-sponsored the Bring Jobs Home Act, which would provide tax credits to businesses that relocated to the US.

Hochul has called for an end to “overburdensome regulations” and advocated for a “common sense regulatory structure” that protects workers’ health and safety without creating unnecessary burdens for small business owners

Hochul opposed the Trump administration’s Tax Cuts & Jobs Act

Hochul crossed party lines to pass small business tax cuts and voted for a bipartisan plan to extend the payroll tax cut for the middle-class. She also called for the permanent extension of the middle-class tax cuts enacted during the Bush administration

She supported the American Jobs Act, which would provide millions of dollars to repair New York’s roads and bridges

While serving in local government, she fought to remove toll booths from the New York State Thruway and was once referred to as a “stop-the-tolls pioneer” by The Buffalo News

Hochul’s politics have shifted in statewide office. She reversed her position on driver’s licenses for undocumented immigrants and backed the SAFE Act, which is one the toughest gun-control laws in the country, for instance, and has been in ideological lockstep with the Cuomo administration ever since she joined it.

Hochul seems to be widely respected — and liked — by Democratic officials and lawmakers statewide, as she is constantly on the front lines meeting with them, and bends over backward to help out on campaigns small and large, sometimes even for Democrats outside the state.

Hochul supports Obamacare and preserving Medicare.

While in Congress, Hochul didn’t vote to repeal the Affordable Care Act and supported the contraception mandate in the act. In the interview with City & State New York, she said, “If I voted once to repeal that, I’d still be a member of Congress. Absolutely, that became a defining issue in my narrow loss, as well as my support for the contraception mandate in the Affordable Care Act.”

In her 2012 campaign, Hochul opposed Republican efforts to privatize healthcare and turn Medicare into a voucher system.

A good thing, not there's anything wrong with trying to shake up the system, such as AOC. This is someone I could easily vote for if I lived in her state. Essentially left of Roy Cooper here, but would work in NC as well.

I will vote for her, although I don't like her support for Bush tax cuts. But what Dem would vote for a Republican? Especially considering the RW Trumpists who want to run against her.

She only supported keeping them for incomes under $200,000 and supported raising taxes on incomes higher than that. Which was the 'compromise'

I like her better now.

Listened to her ceremonial swearing in today. I also heard her talk to reporters after Cuomo's resignation. In some ways, her wit and answers are similar to Psaki.

I think she will be good for NY and can stand up to the opposition well.
