I know a lot of New York and Illinois homeowners who live in Florida partially changed to Florida to save money. They still go up north to maintain their homes but keep Florida as residency.

if you read the article you will see it has to do with the agreement Trump had with the county when he renovated it to be used as a club and hotel. It falls in a different tax category if he uses it as his primary residence then he will have to pay taxes accordingly, hence the dispute.

They don't get a say in where they live. At least while he is President, can't he just rent a cheap apartment and declare that is his primary residence?

After he stops being President, I could see it becoming a problem. Still I would assume he could establish a nice residence right next to Mar-a-Lago? That is assuming he doesn't flee the country to avoid prosecution.
