Some of the most valuable and dangerous documents in the world.
And no tracking devices on them?

Phones and dogs have tracking devices.

Seems like a small wire or tiny chip could be integrated into a piece of paper.

professionalism lapse in many instances. But you can bet when the case involves an ex-president who sues anything and anybody at the drop of a hat, they will be dotting all the "i's" and crossing all the "t's."
