Why, oh why do so many people

seem to thing that the stacks and reading areas of a (large) public library are meant to host loud conversations, multiple phone calls (with no attempt at all to speak quietly) and so many obnoxious social activities?

There is a big lobby on every floor of the Minneapolis Central library, a huge atrium, and a nice coffee shop in the building. USE THEM, for Celestia's sake!!!
