It is the scene in the UN just after UN guy Lester Townsend is murdered when Roger Thornhill (Cary Grant's character) is talking to him. Of course, Thornhill is blamed for it.

Your pic is from the reaction shot immediately after the murder. Don't blink; you'll miss it. I suspect that it is speeded up, a common Hitchcock technique.
