Bellevue police suspends use of neck restraints

The Bellevue Police Department announced Friday that it is immediately suspending the use of neck restraints by its officers in the wake of the death of George Floyd, a black man who was killed over a week ago in Minneapolis by four officers, one of whom knelt on Floyd's neck for nearly nine minutes.

Floyd's death has triggered a wave of coast-to-coast protests that have turned violent and chaotic in several cities, including Seattle and other Puget Sound areas. The response by police has also brought immediate changes to their policing in Seattle, where Police Chief Carmen Best announced Friday that her officers will temporarily suspend the use of tear gas on protesters for 30 days.

In Bellevue, Chief Steve Mylett said his department will halt using neck restraints in circumstances where deadly force would not be justified. That restraint technique had been permitted in the past by officers as a response to suspects who were actively resisting arrest.

“As a department, Bellevue Police are constantly reviewing our policies and procedures to better serve our diverse community," he said in a written statement. "We recognize that neck restraint techniques, while effective, are highly controversial and divisive. Until we can have additional conversations with the Bellevue community."
