CIA veterans who monitored crackdowns abroad see troubling parallels in Trump's handling of protests

The scenes have been disturbingly familiar to CIA analysts accustomed to monitoring scenes of societal unraveling abroad — the massing of protesters, the ensuing crackdowns and the awkwardly staged displays of strength by a leader determined to project authority.


“I’ve seen this kind of violence,” said Gail Helt, a former CIA analyst responsible for tracking developments in China and Southeast Asia. “This is what autocrats do. This is what happens in countries before a collapse. It really does unnerve me.”



Marc Polymeropoulos, who formerly ran CIA operations in Europe and Asia, was among several former agency officials who recoiled at images of Trump hoisting a Bible in front of St. John’s Episcopal Church in Washington after authorities fired rubber bullets and tear gas to clear the president’s path of protesters.

The seeming hypocrisy in the U.S. position has not been lost on foreign targets of American pressure or criticism.

Richmond Police apologize to peaceful protestors for tear gas; explain what happened

RICHMOND, Va. -- Thousands of peaceful protesters marched from downtown Richmond to Monument Avenue on Monday night. It was the fourth straight night of protests speaking out against George Floyd's death and displays of police brutality towards African Americans across the country.

"To our peaceful protestors: We are sorry we had to deploy gas near the Lee Monument," Richmond Police tweeted. "Some RPD officers in that area were cut off by violent protestors. The gas was necessary to get them to safety

During the Obama administration, high-profile police shootings of black men like Michael Brown in Ferguson, Missouri and Laquan McDonald in Chicago helped spark sweeping federal investigations and reforms of biased policing practices.

Now, a trio of wrenching deaths has again refocused the nation's attention on the racial prejudices ingrained in the country's justice system. Protesters have filled the streets in recent days demanding justice for George Floyd, who died as a Minneapolis policeman knelt on his neck; Breonna Taylor, who was shot dead by Louisville officers entering her home allegedly without announcing themselves; and Ahmaud Arbery, who was gunned down by two white men who went free for more than two months until a video of the small-town Georgia slaying went viral.

But under President Donald Trump, the Department of Justice has all but abandoned broad investigations into unconstitutional policing practices, a half-dozen former DOJ lawyers who worked on similar cases told CNN -- essentially giving up on one of the federal government's most effective tools to fight police misconduct.

While the Justice Department launched 12 investigations of law enforcement agencies for practices that violate the Constitution during George W. Bush's first term, and 15 during Barack Obama's first term, the department has opened only a single public investigation of that kind in the three and a half years since Trump became president, according to legal experts and DOJ records.
