Northam extends state of emergency in Richmond, citing 'civil unrest'; Stoney requested the move

Gov. Ralph Northam on Monday quietly signed an executive order extending a state of emergency declaration in Richmond, citing "civil unrest" following weeks of protests that have resulted in some violent clashes between demonstrators and police.

The order gives the administration the ability to deploy additional state resources to "implement recovery and mitigation operations and activities" to return the city to "pre-event conditions as much as possible."

That includes emergency funding for government response to the protests and activation of the Virginia National Guard, according to the order. Northam spokeswoman Alena Yarmosky said the administration has "absolutely no plans to deploy the National Guard," and said a reference to it in the order is standard language.

Northam's order reads: "Often, peaceful demonstrations evolve into conflicts with law enforcement during late night and early morning hours. These events have required significant intervention to ensure the safety of protesters and the public, protect property and provide additional resources to support our local and state partners."

Cuomo adds 8 more states, including CA, LA, to quarantine list

Governor Andrew Cuomo is adding 8 more states to a travel advisory list for states with high levels of the coronavirus. Visitors from California, Georgia, Iowa, Idaho, Louisiana, Mississippi, Nevada and Tennessee , will now be required to self quarantine for two weeks.

The new restrictions bring the total number of states included in the travel advisory to 16. New Yorkers who travel to those states will have to self quarantine when they return. The governor also rescinded paid COVID- 19 related sick leave for workers who travel to any of the high virus states on vacation and then have to stay home when they return.

The states join 8 others, including Texas and Florida, and all together represent nearly half of the nation’s total population.

All of the states have recorded 10 or more people infected with the virus for every 100,000 residents over a 7-day rolling average or a have a 10% or higher positivity rate over a 7-day period.

Trump campaign scraps rally ahead of Sessions-Tuberville primary amid pandemic

(CNN) President Donald Trump's campaign has scrapped plans to hold a rally in Alabama next weekend amid concerns about coronavirus infections rising in the US, CNN has learned.

Trump was slated to travel to the state ahead of the Senate race between his former attorney general Jeff Sessions and the former Auburn University football coach Tommy Tuberville, but plans were called off as state officials voiced concerns about a mass gathering and campaign officials ultimately decided against it. A person close to the campaign said there are currently no rallies on the horizon, but aides are scoping out possible venues for when they decide to host them again.

We don't ever confirm where we're looking until a rally date and location are announced. There is always work underway to identify sites," said Tim Murtaugh, communications director for the Trump campaign.

Mississippi flag: Gov. Reeves to sign bill taking down state flag with ceremony at mansion

Gov. Tate Reeves will sign a bill Tuesday at 5 p.m. that mandates the removal of the state flag Mississippi, according to a press release.

Mississippi is the only state whose flag contains the Confederate battle flag. Lawmakers adopted it nearly three decades after the Civil War.

Reeves had long refused to take a position on the flag, which the Legislature adopted in 1894. Nearly two-thirds of voters reaffirmed the flag in a 2001 referendum, and Reeves has repeatedly pointed to this referendum, saying only voters can decide to take the flag down.

Lawmakers voted Sunday to retire the state flag that contains the Confederate emblem.
He softened the stance a week ago, then announced on Saturday morning that the issue had grown too divisive and that he would sign whatever flag bill lawmakers passed.

Delta to Require Health Acknowledgment by Customers at Check-In

Delta Air Lines will soon require customers to answer questions about whether they’ve experienced symptoms of COVID-19, or been in contact with someone who has, as part of the check-in process.

Starting in mid-July, the Atlanta-based airline said, passengers will be required to fill out a health acknowledgment form. Passengers also must agree to face mask requirements during travel.

Delta said the policy is “to provide an additional layer of protection for the safety of our employees and customers.”

The new requirement is in line with health declarations required on other airlines, including Southwest and United, and the major airlines’ lobbying group said Monday that all of its members would roll out temporary policies requiring health acknowledgements.

Supreme Court opens door to state funding for religious schools

Washington (CNN)In a ruling that will open the door to more public funding for religious education, the Supreme Court on Tuesday ruled in favor of parents in Montana seeking to use a state scholarship program to send their children to religious schools.

The court said that a Montana tax credit program that directed money to private schools could not exclude religious schools.

The 5-4 ruling was penned by Chief Justice John Roberts and joined by the court's four conservative justices.

"A State need not subsidize private education. But once a State decides to do so, it cannot disqualify some private schools solely because they are religious," Roberts wrote in the majority opinion.

European Union bars travelers from U.S. citing coronavirus concerns

LONDON ⁠— Most travelers from the United States will be barred from entering the European Union after it reopens its borders Wednesday because the coronavirus is still far too prevalent in the U.S., European officials announced Tuesday.

The E.U.'s 27 members have been drawing up a list of countries whose virus levels are deemed low enough to allow people from those places to travel into the bloc, which has been mostly sealed off since March.

That list of safe countries was officially unveiled by European officials on Tuesday. The U.S. — which has the most coronavirus cases and deaths in the world — was not on it.

The 15 countries that did make the list are: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay.

S. Dakota Gov. Noem says 'we will not be social distancing' at July 3 celebration with Trump at Moun

WASHINGTON — South Dakota Gov. Kristi Noem says the thousands of people who attend the July 3 celebration for Independence Day at Mount Rushmore with President Donald Trump will not be required to practice social distancing despite an increase in coronavirus cases across the country.

"We will have a large event at July 3rd. We told those folks that have concerns that they can stay home, but those who want to come and join us, we'll be giving out free face masks, if they choose to wear one. But we will not be social distancing," Noem, a Republican, said in an interview Monday night on Fox News' "The Ingraham Angle."
