Former Kansas Secretary of State Kris Kobach is launching a campaign to run for the U.S. Senate next year.
Kobach filed paperwork Monday with the Federal Election Commission forming a campaign committee. He scheduled a speech Monday afternoon in Leavenworth.
He is seeking the Republican nomination for four-term GOP Sen. Pat Roberts' seat. Roberts is not seeking re-election in 2020.
Some Republicans do not want Kobach to run for the Senate because he lost the governor's race last year to Democrat Laura Kelly.

Trump speech to tout environment record; green groups scoff

WASHINGTON (Reuters) - U.S. President Donald Trump will claim America is leading the world on environmental issues in a speech on Monday aimed at touting progress in some areas while defying criticism from environmental groups who have blasted his steps to slash green regulations and back out of global efforts to fight climate change.
The planned speech has been slammed by conservation groups who noted that Trump has reversed steps to fight climate change, one of the biggest environmental challenges facing the planet. They have also criticized the administration for allowing the United States to slip on other basic measures of environmental health such as air pollution and enforcement.
The President will deliver remarks at the White House on Monday and recognize his administrations environmental leadership and Americas role in leading the world, White House spokesman Judd Deere told Reuters in a statement.
Trump will be joined during the speech by Interior Secretary David Bernhardt, Energy Secretary Rick Perry, Council on Environmental Quality chief Mary Neumayr and Environmental Protection Agency Administrator Andrew Wheeler.

So it has improved, just as its improved from 2009 when Barack Obama took over, Bennet continued. What we don't need in my view, I think is a president whos so at war with American tradition.
We don't need a president who doesnt believe in the rule of law. We don't need a president who doesn't believe in freedom of the press. We don't need a president who doesn't believe in the independence of the judiciary. We don't need a president who believes hes above the law, that he can do by executive order what Congress doesnt do.
Amash doesn't rule out presidential bid, says 'big problem' if Pelosi won't start impeachment

Rep. Justin Amash, a Michigan independent, said Sunday that he hasn't ruled out running for president in 2020 and said House Speaker Nancy Pelosi's stance against launching impeachment proceedings "a mistake."
Speaking with CNN's "State of the Union" after he announced in a July 4th Washington Post op-ed that he was leaving the Republican Party, Amash said he "still wouldn't rule" out a a presidential bid.
"I believe that I have to use my skills, my public influence, where it serves the country best," Amash said. "And I believe I have to defend the Constitution in whatever way works best."
But, he said, he remains "confident" about his ability to keep his congressional seat, adding that he wants to continue representing his constituents. Amash drew a Republican primary challenger shortly after he first came out in favor of starting the process of impeaching President Donald Trump in May.

'Blacklisted' political consultants profit from Democrats' civil war
NBC NewsMost business school professors would probably advise against getting blackballed by your own party right out of the gate when starting a political consulting firm.
But winding up on the wrong side of the Democratic Congressional Campaign Committee has turned out to be good for business for Rebecca Katz, who was a top adviser to former Senate Majority Leader Harry Reid and to New York City Mayor Bill de Blasio. Katz started a new firm in February in part to work for insurgent progressive candidates and she's not alone.
"The DCCC blacklist backfired spectacularly because not only did it unite candidates behind a common cause, but because it connected us with candidates who never would have found us otherwise," Katz said, adding that business has been so good she has had to turn away prospective clients. "We're already in the black, and I feel like I'm on the right side of history."
The DCCC, the official campaign arm of House Democrats, said this spring it would cut off political consultants who work for a candidate who runs against an incumbent Democratic member of Congress.
The DCCC is trying to protect its members, who contribute much of the committee's funds, after insurgents Alexandria Ocasio-Cortez and Ayanna Pressley defeated longtime incumbents in primaries last year.
In surprise move, admiral tapped to lead U.S. Navy declines job, retires instead

WASHINGTON The man set to take over as the head of the Navy declined the position over the weekend, less than one month before he was scheduled to begin the job.
In a statement, Adm. Bill Moran confirmed that he had declined the appointment to Chief of Naval Operations, and regretted any inconvenience his decision caused President Donald Trump and Navy Secretary Richard Spencer. He said that though it was painful for him to retire instead, he did not wish to be an impediment to the Navy.
Said Moran, I made this difficult decision based on an open investigation into the nature of some of my personal email correspondence over the past couple of years and for continuing to maintain a professional relationship with a former staff officer, now retired, who had while in uniform been investigated and held accountable over allegations of inappropriate behavior.
To be clear, my decision to maintain this relationship was in no way an endorsement or tacit approval of this kind of conduct. I understand how toxic it can be to any team when inappropriate behavior goes unrecognized and unchecked. Every Sailor is entitled to serve in an environment free of harassment or intimidation.
