President Martin Schulz says speeding up of UK exit being considered after continent taken hostage because of Tory party fight

Martin Schulz, the president of the European parliament, told the Guardian that EU lawyers were studying whether it was possible to speed up the triggering of article 50 of the Lisbon treaty the untested procedure for leaving the union.
As the EUs institutions scrambled to respond to the bodyblow of Britains exit, Schulz said uncertainty was the opposite of what we need, adding that it was difficult to accept that a whole continent is taken hostage because of an internal fight in the Tory party.
I doubt it is only in the hands of the government of the United Kingdom, he said. We have to take note of this unilateral declaration that they want to wait until October, but that must not be the last word.
Schulzs comments were partially echoed by the president of the European commission, Jean-Claude Juncker, who said he there was no reason to wait until October to begin negotiating Britains departure from the European Union.

15 people are dead after flooding in West Virginia, according to Governor Earl Ray Tomblin.
"Unfortunately, we've dealt with weather emergencies all too often the past several years, so we were prepared to act quickly," Gov. Tomblin said in a press conference Friday.
After issuing a State of Emergency on Thursday for 44 of the state's 55 counties, 200 National Guard members started assisting in search and rescue efforts in eight counties. An extra 500 National Guard members are on standby to assist in the search and cleanup efforts.
Tomblin says he planned to fly around to the areas impacted today, but all state aircrafts are being used to assist in the rescue efforts. However, Tomblin says the weather is hindering the aviation efforts.
"Our biggest challenge continues to be high water," Tomblin says.
At least six counties have received severe flooding, leading to structural damage. He says at least 100 homes have severe damage or have been destroyed.

On Tuesday, New Jersey Gov. Chris Christie made a speech that sounded commonsensical. No child in this state is worth more state aid than another, he said. He suggested equalizing per-student education funding across New Jersey so every public school, whether in a suburb or city, receives $6,599 in state aid per child. Every child has potential. Every child has goals. Every child has dreams. No childs dreams are less worthy than any others, Christie said.
This might sound like a civil rights speecha plea to provide more opportunities to the neediest kids. In fact, if enacted, Christies proposal would amount to a huge giveaway to the children and families who are already thriving in New Jersey while hurting the kids who most need a leg up. With this plan, the governor hopes to lower taxes and end a state program that sends extra money to schools that educate at-risk children. Lest you have any doubt about whom Christie is trying to protect with his equalization plan, consider the fact that although his proposal would cut supplemental funding for poor children and English language learners, it would continue to send extra money to children with learning disabilitiesa group, unlike the other two, that is majority white.
Heres how Christies proposal would work in practice: Hillsborough Township, the leafy suburb where he delivered his speech, is 78 percent white, 8 percent Latino, and 5 percent black. Its education funding would increase by 86 percent under Christies plan. In high-poverty Newark, which is 84 percent black and Latino, funding would decrease by a devastating 69 percent.
That a member of the Republican presidential nominees inner circle has made such a proposal is frankly terrifying. Christies plan is a deeply regressive one that would overturn a half-century of bipartisan consensus that poor children need extra educational resources.

Remember as the pound plunges and the markets slide that this entire referendum was called by David Cameron to fend off Nigel Farage and his own Tory ultras. There was no public outcry for a ballot but for the sake of a bit of internal party management, he called one anyway. He gambled Britain and Europes future to shore up his own position. With all the confidence of a member of the Etonian officer class, he thought hed win. Instead he has bungled so badly that the fallout will drag on for years, disrupting tens of millions of lives across Europe.
All this from a man who sauntered into the job of prime minister because I thought Id be good at it. He rarely showed any reason for such self-confidence. His plans to modernise the Conservative party crumbled upon first touch with the banking crisis, which forced him and Osborne to reheat the Thatcherite economics theyd imbibed as students. The big society turned almost immediately back into the Small State. At No 10, he launched an austerity drive that was meant to be over within five years, but is now scheduled to go on for double that. Other prime ministers handed power for a long stretch come up with ideas, policies, a style of governing that defines them: Thatcherism, Blairism. What was Cameronism, apart from a hectoring manner at PMQs and an inability to keep on top of detail?
Youll be reminded endlessly over the next few days how tight this referendum was that half the country didnt vote for this. Quite right and also serious evidence of the weakness of the PM. At the last referendum over Britains future in Europe, in 1975, Harold Wilson secured a whopping majority. Never a man to ask a question of whose answer he wasnt absolutely certain, he got a landslide. But when Cameron was handed the full resources of the British state to run this campaign, he still couldnt count on anything more than a small lead in the polls. A born member of the governing class, he simply wasnt able to govern.
