U.S. Hires Company With K.G.B. Link to Guard Moscow Embassy
MOSCOW When President Vladimir V. Putin in July ordered American diplomatic missions in Russia to slash their staff by 755 employees, the State Department said it would need time to assess the impact of such a limitation and how we will respond to it.
Part of that response has now become clear: To make up for the loss of security guards axed in the Russian-mandated staff cuts, Washington has hired a private Russian company that grew out of a security business co-founded by Mr. Putins former K.G.B. boss, an 82-year-old veteran spy who spent 25 years planting agents in Western security services and hunting down their operatives.
Under a $2.8 million no-bid contract awarded by the Office of Acquisitions in Washington, security guards at the American Embassy in Moscow and at consulates in St. Petersburg, Yekaterinburg and Vladivostok will be provided by Elite Security Holdings, a company closely linked to the former top K.G.B. figure, Viktor G. Budanov, a retired general who rose through the ranks to become head of Soviet counterintelligence.
A State Department official in Washington, speaking on condition of anonymity in accordance with the departments rules, said that Elite Security and individuals associated with it had been vetted with relevant national and local agencies and would not increase the threat risk.

(CNN)Joseph Mifsud, the Maltese academic suspected of being a link between the Trump campaign and Russian officials, was once a regular on the foreign policy circuit, attending conferences the world over.
Now, after being identified as a key figure in the US special counsel investigation into Russian influence over the 2016 US presidential election, Mifsud has gone to ground.
Last Thursday he disappeared from the private university in Rome where he teaches. Repeated attempts to reach him since have been unsuccessful, though he appears to have read some messages from CNN.
But more details are emerging of the background and contacts of the man who emerged last week as "the professor" in court filings relating to charges brought against former Trump aide George Papadopoulos.

(CNN)The family of one of the 26 people shot and killed in a Texas church Sunday morning appeared on CNN's "New Day" Tuesday with a simple message: "No more guns."
Evangelina Santos, whose brother Richard Rodriguez died in the attack in the small town of Sutherland Springs, choked back tears as she told anchor Alisyn Camerota, "Anybody can carry a gun now, even crazy people. Tell the President that. No more guns."
Santos's niece, Regina Rodriguez, was also emotional as she explained that she was unsure how to tell her five children what happened to their grandfather.
"I just explain to all my kids that he's in heaven," she said. "I don't know what else to do."
