Work will be performed in Tucson, Ariz., and is expected to be completed in February 2015. Fiscal 2013 Weapons Procurement Navy contract funds in the amount of $7,700,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Work will be performed in Monroe N.C., and work is expected to be completed Sept. 15, 2013. The maximum dollar value of this contract is $11,771,120. FMS funds in the amount of $11,771,120 will be obligated at the time of award, and contract funds will expire at the end of the current fiscal year. The contract was awarded non-competitively through a General Administration Services schedule (GS-07-F-9563G). Naval Supply Systems Command Fleet Logistics Center, San Diego, Calif., is the contracting activity (N00244-13-F-0126).

The U.S. military spent $5 million on incinerators at a base in Afghanistan that were never used, forcing troops to rely on a type of open-air burn pit that has been linked to serious respiratory problems among veterans, according to a government report released Thursday.
The Pentagon banned burn pits at large war-zone bases after facing a flurry of lawsuits and health claims by Iraq and Afghanistan veterans who were exposed to toxic fumes during deployments. The pits are used to burn everything from cafeteria waste to feces.
The case of the inoperable incinerators at Forward Operating Base Salerno in eastern Afghanistan, detailed in the inspector general report, sheds light on the continued challenges of waste disposal in combat zones and the stark choices that commanders in Afghanistan are having to make as the U.S. military footprint continues to contract.

The two incinerators are rusting atop pillars in a bilge pit that has filled with stagnant water because it was built without a drainage pipe. Auditors say it could become a breeding ground for malaria-carrying mosquitoes.

The United States is trying to skirt its responsibility to pay for damages after a US Navy minesweeper rammed into a pristine coral reef in the Philippines, a Filipino advocacy group and lawmaker warned this week.
Philippine Senator Chiz Escudero said on Wednesday that the United States should “pay up in cash” instead of the suggestion that the U.S. would instead merely pay that already meager fines “in kind"—meaning donations or aid loans, the Manila Standard reports.
“I insist that the US government pays up in cash. The suggestions that they would settle their obligations through donations or aid loans are not acceptable. They should follow what the Philippine law required for the incident,” Escudero said in a statement.

While it's too soon, perhaps, to say that the over-budget, overdue, and under-performing F-35 joint strike fighter is in a political tailspin, having its biggest Senate booster accused of pushing for political pork at the expense of his poorer constituents hasn't made the controversial stealth bomber's flight path less bumpy.
According to the Boston Globe, the Air Force "fudged" its assessment of the Vermont Air National Guard Base in Burlington, Vermont, in order to give Vermont's senior Senator, Patrick Leahy, D-VT, a political plum that could not be justified on its merits. Despite three years growing local opposition to basing an F-35 squadron of nuclear-capable stealth bombers in Vermont's most densely populated area, Leahy has spent more years cheerleading the Air Force plan while at the same time refusing to meet with his unhappy constituents.
The Air Force first planned to announce its final Burlington basing decision in the fall of 2012, then pushed it back to the winter of 2013, and then to the spring. On April 18, four days after the Globe story went largely unrebutted, the Air Force announced that the decision would not be made until the fall and that there would be yet another public comment period during the summer.

Outside of Vermont, the F-35 program continues to struggle in more basic ways. Its cost is already 100% over budget, having cost more than $400 billion since 2001, with the plane still in the testing phase. Technical problems have grounded it for extended periods this year. And foreign buyers, having planned on a $70 million plane, are reducing or cancelling orders as the cost has risen above $200 million each (although DefenseWorld.net reported that the U.S. offered F-35s to South Korea at a discounted price of $180 million).

Opa-locka field was once the site of secret CIA base

All that remains of the secret CIA base is a grassy field on the northeastern corner of Opa-locka Airport.
But 60 years ago on that very spot was Building 67, a two-story barracks, that in 1953 and 1954 served as CIA field headquarters for the covert operation that overthrew leftist Guatemalan President Jacobo Arbenz.
It was there that several senior CIA officers labored for months organizing the intricate logistical details of PBSUCCESS, the code name for the anti-Arbenz operation. Among the officers who worked at Building 67 was E. Howard Hunt, who later went on to help engineer the 1972 Watergate burglary as one of the White House plumbers.
What happened at Building 67 was known at the time only to a very small circle of people, but the impact of the 1953-54 operation dramatically altered the history of South Florida and the United States.
