For the second straight legislative session, the Missouri General Assembly didn't pass any pro-gun legislation, while one bill backed by anti-gun groups saw a sliver of success.
Does that mean legislators stance on guns is shifting? It depends on whom you ask.
Kevin Jamison, a Gladstone attorney who leads the Western Missouri Shooters Alliance, said the pro-gun lobby had a tough time passing legislation in 2018 partly because of the tumult surrounding the Eric Greitens scandal, which sucked the air out of the room.
This year, Jamison said, some legislators focused too much time on a bill that would have tried to keep local police departments from enforcing federal gun laws.

Massive Tornado Damages Homes In Eastern Kansas; Storm Headed Into Clay County
A large tornado caused damage south of Lawrence before moving toward Bonner Springs and the Kansas Speedway area on Tuesday night. It wasn't immediately clear whether there were injuries or the extent of the damage.
At 7:50 p.m., the National Weather Service issued a tornado warning for Clay County, with radar showing the storm, which weakened north of Kansas City, had strengthened again and was headed toward Kearney and Excelsior Springs.
The first report of a tornado touching down was at 6:15 p.m., Douglas County Emergency Management PIO Bob Newton told KCTV5. He said there were no immediate reports of injuries, but there was damage in Pleasant Grove, south of Lawrence.
Weve had several homes significantly damaged," he said, adding, "Power lines down all over in that area."

By opting in, an individual could define a portion of their income to be dedicated to this tax-free account, and as their income increases, or at regular intervals, the amount could be automatically increased.

Access to quality healthcare is one of the most important factors in overall well being, and yet America is one of the few industrialized nations not to provide healthcare for all of its citizens. Instead, we have a private healthcare system that leaves millions uninsured and bankrupts even some of those who do have health insurance. At the same time, our cost of care is higher than in almost any other industrialized country while providing worse outcomes. The Affordable Care Act was a step in the right direction, providing funds to states to innovate while expanding Medicaid substantially. However, it didnt address the fundamental issues plaguing our healthcare system:
Access to medicine isnt guaranteed to all citizens
The incentives for healthcare providers dont align with providing quality, efficient care
This must change.
Through a Medicare for All system, we can ensure that all Americans receive the healthcare they deserve. Not only will this raise the quality of life for all Americans, but, by increasing access to preventive care, it will bring overall healthcare costs down.
With a shift to a Medicare for All system, costs can also be controlled directly by setting prices provided for medical services. The best approach is highlighted by the top-ranked Cleveland Clinic. There, doctors are paid a flat salary instead of by a price-for-service model. This shift has led to a hospital where costs are visible and under control. Redundant tests are at a minimum, and physician turnover is much lower than at comparable hospitals.
Doctors also report being more involved with their patients. Since theyre salaried, theres no need to churn through patient after patient. Instead, they can spend the proper amount of time to ensure that each patient receives their undivided attention and empathy.
Outside of a shift to a Medicare for All system, we can look to the Southcentral Foundation for another important shift necessary in the way we treat patients: holistic approaches. At this treatment center for native Alaskans, mental and physical problems are both investigated, and, unsurprisingly, the two are often linked. By referring patients to psychologists during routine physicals, doctors are able to treat, for example, both the symptoms of obesity and the underlying mental health issue that often is related to the issue. The referral also leads people with issues they may otherwise try to bury sexual abuse, addictions, or domestic violence issues to bring them up with a doctor so that they can be addressed.
By providing holistic healthcare to all our citizens, well drastically increase the average quality of life, extend life expectancy, and treat issues that often go untreated. Well also be able to bring costs under control and outcomes up, as most other industrialized nations have.
Finally, being tied to an employer so that you dont lose your healthcare prevents economic mobility. Its important that people feel free to seek out new opportunities, and our current employee-provided healthcare system prevents that.

Missouri is within days of losing its last remaining health center that provides abortions. Unless a court intervenes, it will become the first state in the nation without such a clinic.
Planned Parenthood officials say they are filing a lawsuit in state court Tuesday, asking for a restraining order to prevent its St. Louis clinic from being forced to stop offering the procedure after a state license expires on Friday.
Planned Parenthood officials say they've been unable to reach an agreement with officials at the Missouri Department of Health and Senior Services, who want to require several doctors who perform abortions at the health center to submit to questioning as a condition of renewing the license.
"This means that more than 1.1 million women of reproductive age in Missouri will live in a state where they cannot receive the health care they need," Planned Parenthood President, Dr. Leana Wen, said in a statement to NPR. "This is a world we haven't seen in nearly half a century."

Prosecutor promises to hold governor accountable for signing abortion ban
The elected prosecutor in Jackson County (Kansas City) reminded Missouri Gov. Mike Parson that he was not elected to his position when saying that he will be held accountable for signing into law a ban on abortion after eight weeks, even in cases of incest and other forms of rape.
As a prosecuting attorney, Ive seen first-hand the toll that rape, incest, and unplanned pregnancies take on women, said Prosecutor Jean Peters Baker, who chairs the Missouri Democratic Party.
Its not the government or Governor Mike Parsons place to get involved in a womans personal medical decisions about her pregnancy. This is an extreme, unconstitutional ban that is cruel to women, including women who are survivors of rape and incest.
The bill, introduced by state Rep. Nick Schroer (R-OFallon), passed the Missouri House of Representatives 110-44. One supporter of House Bill 126, state Representative Barry Hovis (R-Cape Girardeau), said on the House floor that there is something called consensual rape and that it is more common than a gentlemen jumping out of the bushes, based on his experience in law enforcement.
