A discharge petition is a means of bringing a bill out of committee and to the floor for consideration without a report from the committee and usually without cooperation of the leadership. Discharge petitions are most often associated with the U.S. House of Representatives, though many state legislatures have similar procedures. They are used when the chair of a committee refuses to place a bill or resolution on the Committee's agenda; by never reporting a bill, the matter will never leave the committee and the full House will not be able to consider it. A successful petition "discharges" the committee from further consideration of a bill or resolution and brings it directly to the floor. The discharge petition, and the threat of one, gives more power to individual members of the House and usurps a small amount of power from the leadership and committee chairs. The modern discharge petition requires the signature of an absolute majority of House members (218 members). Only twice has it been used successfully on major legislation in recent history.[1]

NAR Issue Brief What a Government Shutdown Means for REALTORS®

Congress has failed to approve a Continuing Resolution (CR) providing funding for most government operations. Therefore, spending authority for most of the government expired at midnight on September 30, 2013. Until legislation providing for funding is signed into law, many offices and programs of the federal government are now shut down. This means many, but not all, government programs, including some that impact federal housing and mortgage programs, have been suspended or slowed due to the lapse in government funding. The Office of Management and Budget (OMB) requires each agency to have contingency plans in place. The information below is based on NAR staff review of agency contingency plans for the current shutdown and past experience with previous shutdowns and near-shutdowns.

Federal Housing Administration HUD’s Contingency Plan states that FHA will endorse new loans in the Single Family Mortgage Loan Program, but it will not make new commitments in the Multi-family Program during the shutdown. FHA will maintain operational activities including paying claims and collecting premiums. Management & Marketing (M&M) Contractors managing the REO portfolio can continue to operate. You can expect some delays with FHA processing.

VA Loan Guaranty Program Lenders will continue to process and guaranty mortgages through the Loan Guaranty program in the event of a government shutdown. Expect some delays during the shutdown.

Flood Insurance The Federal Emergency Management Agency (FEMA) confirmed that the National Flood Insurance Program (NFIP) will not be impacted by a government shutdown, since NFIP is funded by premiums and not tax dollars. Changes to the flood insurance program scheduled to take effect on October 1 will be implemented as scheduled.

Yarnell fire report leaves key question unanswered

The Granite Mountain Hotshots were overcome by flames June 30 in a chaparral canyon about 35 miles south of Prescott when the Yarnell Hill fire, pushed by monsoon-storm winds, blew up and changed directions. The death toll was the highest from a U.S. wildfire in at least a half-century.

The report released Saturday by the Yarnell Hill Fire Serious Accident Investigation Team leaves a central question unanswered: Why did the 19 Granite Mountain Hotshots leave a previously burned area atop a ridge and descend into a bowl where they later were overtaken by fire?

“Personnel who communicated with the Granite Mountain IHC knew the crew was in the black at that time and assumed they would stay there,” the report says. “No one realized that the crew left the black and headed southeast, sometime after 1604 (4:04 p.m.). At 1630, thunderstorm outflows reached the southern perimeter of the fire. Winds increased substantially; the fire turned south and overran the Granite Mountain IHC at about 1642.”

A feline friend

For five years I have been in possession of my late ex-brother-in-law's cat. My ex made a deathbed promise to care for the cat and then abandoned her over three years ago. For three plus years I've been keeping the promise my ex didn't.

I must move on to the next stage of my life and I can't do it with the four cats I have so I am trying to find homes for them each one at a time. Missy is first because she is the most special.

Missy is an awesome cat. She was the kitten of a feral mother and was bottle fed from infancy. She's totally socialized with people but not so much other animals. She's fixed, litter trained, was de-clawed (not by me) and has all her shots. She's about six or seven years old and super healthy.

Missy needs a very special home. She's a big fan of a very calm and quiet household. If there are kids, dogs or other rambunctious cats about she will hide. Since she was de-clawed by her previous person she can not defend herself and can never EVER go outside. When the household is mellow Missy comes out of her shell and is one of the most affectionate sweet cats I've ever met. Purring, kissing and playing ensues enthusiastically.

Missy will make the perfect friend for someone who has no little kids or other pets. She'd probably be OK with maybe one or two older pets or kids who are quiet and won't harass her.

If you or someone you know might like to meet Missy, shoot me an e mail and we can try to sort it out.

I will not give her up to someone without references. I need to know that she will be well taken care of. A promise is a promise, even if I wasn't the one who made it. Free delivery anywhere in AZ or So Cal.
