Is threat of a nuclear attack a "violent threat" contrary to Twitter's rules? It's debatable, right?

Twitter Hateful Conduct Policy:

Examples of what we do not tolerate includes, but is not limited to behavior that harasses individuals or groups of people with:

violent threats;


Trump Tweet:

“To Iranian President Rouhani: NEVER, EVER THREATEN THE UNITED STATES AGAIN OR YOU WILL SUFFER CONSEQUENCES THE LIKES OF WHICH FEW THROUGHOUT HISTORY HAVE EVER SUFFERED BEFORE. WE ARE NO LONGER A COUNTRY THAT WILL STAND FOR YOUR DEMENTED WORDS OF VIOLENCE & DEATH. BE CAUTIOUS!” Trump tweeted.


But hey, there must be more violent things a person can threaten another person with beside a thermonuclear attack, although I can't think of any at the moment.
