CHICAGO -- U.S. Border Patrol Commander Gregory Bovino is under intensifying scrutiny in Chicago after he was recorded on Thursday throwing what appeared to be a tear gas canister at protesters, leading attorneys to accuse him of violating a temporary restraining order that bans the use of tear gas, pepper spray and other tactics against journalists and protesters unless under imminent threat.
The Department of Homeland Security said in a statement that Bovino was struck in the head by a rock thrown by "hostile and violent" protesters, though several witnesses challenged that contention.
On Friday, Bovino was ordered to appear before a federal judge on Tuesday.
"The Court orders Defendants to produce Defendant Gregory Bovino, in person, for this hearing," U.S. District Judge Sara Ellis stated in a written order.

DHS Issues New Travel Rule for All Foreigners, Including Green Card Holders

The United States is planning to photograph every non-citizen as they enter and leave the country, citing much-improved facial recognition technology.
According to a filing in the Federal Register on Friday, U.S. Customs and Border Protection (CBP) will expand on the photo and data gathering already in place at land, sea, and airport borders, in an effort to crack down on fraudulent travel documents and increase national security. The new rules would apply to all non-U.S. citizens, including immigrants living in the country and those with green cards.
Why It Matters
While the rule was first floated in 2021, the changes are part of a wider effort by the Trump administration to tighten border controls and prevent illegal immigration by using new technology. Some experts have raised concerns in recent months about the Department of Homeland Security (DHS) 's efforts to access more data, including from the IRS and the Social Security Administration.
What To Know
The new measures, set to take full effect on December 26, 2025, would allow U.S. border authorities to photograph non-citizens at any point of departure from the country. Other biometric data could also be collected.

White House tightens the clemency process as Trump resumes pardons

WASHINGTON As soon as Donald Trump took office for his second term, he began using his clemency power at a steady clip. It started with the pardons of the roughly 1,500 criminal defendants charged in the Jan. 6, 2021, attack on the U.S. Capitol, and continued each month, with more pardons or commutations.
At the end of May, he had issued 73 clemency actions, not including all the Jan. 6 defendants. Trump once called the power to pardon a beautiful thing. You got to get it right, he told reporters during his first term. But after May, the pardons stopped.
Four people familiar with discussions around pardons told NBC News that top White House officials became concerned about attempts from outsiders to profit from the clemency process, and two of those people said the White House paused on Trump issuing pardons in order to get more control over matters. These people, like others in this story, were granted anonymity to speak candidly. Another factor has been the presidents crowded agenda, which included foreign and domestic priorities, one of those people said.
Two senior White House officials said chief of staff Susie Wiles, who has played a central role in reviewing pardons, became more outspoken after reports emerged that lobbyists and consultants were advertising themselves as offering access to Trumps pardon authority for steep prices.

US civil rights groups sue to block closure of race-relations office

WASHINGTON, Oct 24 (Reuters) - Civil rights advocacy groups on Friday asked a federal judge to block the U.S. Justice Department from shuttering a 1960s-era office that was tasked with quelling racial and ethnic tensions in communities across America.
The lawsuit takes aim at Attorney General Pam Bondi's recent decision to formally shut down the Community Relations Service (CRS), an institution created under the Civil Rights Act of 1964, as part of a sweeping reorganization that represents the largest reshuffling at the Justice Department in two decades.
Known as "America's Peacemaker," the Community Relations Service worked to prevent violence and reduce conflicts. The Justice Department declined to comment.
Earlier this month, the Justice Department told Reuters that the closure of CRS, along with several other offices, would save $11 million and make the U.S. government more efficient.

Planned Parenthood moves to block Medicaid termination in Ohio

Two Planned Parenthood affiliates have moved to challenge the Ohio Department of Medicaid (ODM) from prohibiting their participation in Medicaid. Planned Parenthood of Greater Ohio and Planned Parenthood Southwest Ohio Region requested an administrative hearing to challenge the state agencys decision to block them from participating in the federal health insurance program.
According to a Friday press release, the ODM sent letters to both Planned Parenthood affiliates in late September informing them of the termination. The release said the change would prevent more than 27,000 people from receiving affordable care across Ohio.
We hope the hearing will clarify that the federal funding prohibition is purely a political attack on Planned Parenthood and does not provide any basis for ODM to terminate Planned Parenthood from the program, Melissa Cohen, general counsel for both Planned Parenthood affiliates, said in the release.
The One Big Beautiful Bill Act a large spending and tax bill signed into law by President Trump in July included provisions that prevented Planned Parenthood and other organizations offering abortions from receiving Medicaid reimbursements for at least the next year.

Judge pauses disqualification of Sigal Chattah as Nevada acting US attorney pending appeal

A federal judge is pausing his disqualification of Sigal Chattah as Nevadas acting U.S. attorney while the Department of Justice appeals the decision.
In a Thursday opinion, Judge David Campbell ruled that he stood by his disqualification decision, but was staying his earlier ruling as the court recognizes the deference and respect it should have for the Executive Branch, just as the Executive Branch should have deference and respect for the Judiciary.
The ruling means that Chattah will temporarily be able to stay involved in certain cases that her office is prosecuting, while a federal appellate court weighs an appeal from the Department of Justice. Both sides have asked the appeals court to expedite the case through a proposed schedule that would require an opening brief to be filed next week.
Thursdays decision is a win for the Justice Department. It argued earlier this month that the decision should be put on hold, similar to a case in New Jersey involving Acting U.S. Attorney Alina Habba. A judge also disqualified her appointment to the position but put the ruling on hold pending an appeal, which was heard this week.

Ontario will air tariff ads that anger Trump during World Series

The government of Ontario, Canada, will air during the first two games of the World Series a TV ad that has infuriated U.S. President Donald Trump, the province's Premier Doug Ford said Friday. The ad uses edited clips of Republican former President Ronald Reagan in order to criticize Trump's trade policy.
The ad so angered Trump that on Thursday he announced a halt to trade talks with Canada, one of America's biggest trading partners. Trump accused Canada's government which did not sponsor the ad of what he called "egregious behavior" that was intended to "interfere with the decision of the U.S. Supreme Court, and other courts" on tariffs. The U.S. Supreme Court is set to hear oral arguments next month in a case challenging many of Trumps tariffs.
Game 1 of the World Series between the Los Angeles Dodgers and the Toronto Blue Jays will be played Friday night, with Game 2 set for Saturday. Ford said he had directed his team to continue airing the campaign, which features images of U.S. workers and households over a recording of a speech given by former President Ronald Reagan in 1987.
Our intention was always to initiate a conversation about the kind of economy that Americans want to build and the impact of tariffs on workers and businesses, Ford wrote in a post on X. Weve achieved our goal, having reached U.S. audiences at the highest levels. "Ive directed my team to keep putting our message in front of Americans over the weekend so that we can air our commercial during the first two World Series games," wrote Ford. However, he added that following discussions with Canadian Prime Minister Mark Carney, it was decided that Ontario "will pause its U.S. advertising campaign effective Monday so that trade talks can resume."

'Unbelievable!' Laura Loomer erupts after being named in DHS probe over ICE shooting leak

Right-wing influencer Laura Loomer launched into an online tirade Friday after learning she had been named in a probe into the recent shooting of a Chicago woman by Immigration and Customs Enforcement agents.
Homeland Security officials initially claimed that 30-year-old Marimar Marínez was in a vehicle that rammed into federal agents and that one of its occupants brandished a semi-automatic weapon, prompting agents to open fire and strike her five times. Marinezs lawyer has refuted DHSs account of the incident, however, with body-cam footage appearing to contradict the agencys version of events.
Now, Sen. Chris Murphy (D-CT) is demanding answers from DHS Secretary Kristi Noem, having submitted a letter with detailed questions and a Nov. 16 deadline for response. One question focuses on how Laura Loomer came into possession of photographs of Marínezs vehicle, images she said were supplied by a DHS source and posted online earlier this month.
Provide details of how Ms. Loomer received these photos and describe whether DHS is investigating the leak of alleged criminal evidence to Ms. Loomer, the letter reads, and was obtained by Loomer. Loomer decried Murphy for abusing his power as a U.S. Senator, and framed his inquiry as anti-American activity.

Senior advocacy group wants to establish a 'minimum' annual COLA increase: How would it work?

(NEXSTAR) An advocacy group working to protect the benefits of Americas senior citizens is currently pushing for the Social Security Administration to establish a minimum annual cost-of-living adjustment (COLA) in the coming years. The Senior Citizens League, or TSCL, promoted its idea for a minimum annual COLA on Friday, shortly after the Social Security Administration (SSA) announced 2026s official COLA increase to be 2.8%.
TSCL described 2026s adjustment as only a meager increase over 2025s COLA of 2.5%. The 2026 COLA is going to hurt for seniors, TSCL executive director Shannon Benton was quoted as saying in a Friday press release. Year after year, they warn that Social Securitys meager increases wont be enough, and the Census Bureau estimates that about 10 percent of retirement-age Americans live in poverty.
The COLA, which is designed to help Social Security and Supplemental Security Income (SSI) beneficiaries retain their buying power amid rising inflation, is calculated using data from the Bureau of Labor Statistics specifically the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). But TSCL has long argued that the CPI-W does not reflect the expenses that seniors are paying for things like healthcare or housing.
In the past, TSCL has supported the idea of calculating each years COLA increase using not the CPI-W, but rather the Consumer Price Index for the Elderly (CPI-E) which is specifically based on the spending patterns of Americans 62 years of age and older, the BLS says. Now, TSCL is also advocating for a system they call CPI Best, which means basing each years COLA increase on the highest of three options: the CPI-W, the CPI-E, or a minimum increase of 3%.

Millions of college students could face significant new obstacles paying for graduate school after federal loan limits were signed into law this summer as part of the One Big Beautiful Bill Act. Starting July 1, 2026, Grad PLUS loans will be eliminated. Those loans previously allowed graduate students to borrow up to the full cost of attendance.
New borrowers will be limited to $200,000 for professional degrees like law and medicine. Students in other graduate rograms can borrow up to $100,000. The lifetime limit for all federal student loans is now $257,500 per person.
But experts say the average cost of a bachelor's degree can reach $224,000 at private universities. Add law and medical school, and the total can exceed $390,000. "Getting Master's and PhDs are going to be out of the question for a lot of students in a lot of areas," said Rodney Coates, a global and intercultural studies professor at Miami University.
"They don't have people who can be a co-signer, so that's already an option taken away because of that," said Pranathi Suhas, a third-year medical student. The new limits could especially impact students from less prosperous backgrounds who rely on federal loans to pursue advanced degrees. Students say private loans aren't always an option. For medical students, the financial burden is particularly steep.
