The payments attracted attention in political and intelligence circles, largely because the Virginia-based firm, Hamilton Trading Group, had particular expertise in Russia, which was emerging as a major campaign issue at the time.
RNC officials and the president and co-founder of Hamilton Trading Group, an ex-CIA officer named Ben Wickham, insisted the payments, which eventually totaled $41,500, had nothing to do with Russia.
Instead, they initially claimed the payments were entirely for an assessment by Hamilton Trading Group of building security concerns at the RNCs Capitol Hill headquarters.

President Donald Trump and House Freedom Caucus members failed to strike a deal on the GOP Obamacare replacement Thursday, endangering the prospects of passage and all but assuring any immediate vote on the measure would fail.
Hours later, House leaders canceled a planned Thursday night vote on the legislation, dubbed the American Health Care Act. There was no immediate word when a vote might be rescheduled. The House Republican Conference is planning to meet at 7 p.m. Thursday about how to proceed, with procedural votes expected later in the evening.

The genesis of Donald Trumps relationship with Paul Manafort begins with Roy Cohn. That Roy Cohn: Joe McCarthys heavy-lidded henchman, lawyer to the Genovese family. During the 70s, Trump and his father hired Cohn as their lawyer to defend the family against a housing discrimination suit. (Cohn accused the Feds of using Gestapo-like tactics.) But Cohn and Trump became genuine pals, lunching at the Four Seasons and clubbing together at Studio 54. It was Roy Cohn who introduced Stone and Manafort to Trump.
During those disco years, Stone and Manafort were tethered together. They were both kids from Connecticut, attending colleges in Washington, though they couldnt have been more different. Stone loved attention and garnered it with theatrical flair. He was a bad boy, soi-disant. As a student at George Washington University, Stone moonlighted for the Nixon campaign and gravitated to Jeb Magruder, deputy director of the Committee to Re-Elect the President.
Dirty tricks came naturally to Stone. He assumed a pseudonym and made contributions on behalf of the Young Socialist Alliance to one of Nixons potential challengers. He hired spies to infiltrate the McGovern campaign. Stone wasnt shy about his handiwork. In fact, he wasnt shy about anything. He loved to sit for interviews and vamp. Stone is a bodybuilding fanatic who posed shirtless in the New Yorker. The photo captured his implanted hair, but not the tattoo of Richard Nixon on his back.
Manafort had a very different mentor. He studied under the future secretary of state, James A. Baker III, who wielded his knife with the discipline of a Marine and the polish of a Princetonian. It was a good fit for Manafort, who shared his mentors pragmatic conservatism and his thirst for politics. (His father spent six years as the mayor of New Britain, Connecticut, a Republican who flourished in Democratic terrain.) Baker, an avid collector of young talent, had managed Gerald Fords re-election campaign. Thats where he spotted Manafort and anointed him aide de camp. When Baker needed his own manager for his 1978 campaign to become attorney general of Texas, he tapped Manafort. The experience of whispering in Bakers ear left a lasting impression. Paul modeled himself after Baker, one of his friends told me.

This is an prescient article from last spring, outlining Trump's hire of Manafort, and providing very detailed background of Manafort's sleazy and criminal history..
If Congress ever gets to question Manafort, it might be interesting to know this background. Apparently he was not focused only on Russian/Crimean bad guys.
But Manafort's real specialty is in the netherworld of international lobbying. Trump has criticized both parties as selling out the U.S. to foreign interests. Now he is counting on a man who has represented many of them.
Manafort has offered his services to not one but two presidents driven from power through popular revolution -- Viktor Yanukovych in Ukraine and Ferdinand Marcos in the Philippines. He has lobbied for Saudi Arabia, a Bahamanian president suspected of narco-trafficking and a former Angolan rebel leader accused of torture.
Snip....In 2013, Manafort surfaced in a French influence-peddling scandal involving Edouard Balladur, who was prime minister in the mid-1990s. Manafort acknowledged in a Virginia court that he was paid by an adviser to the Saudi royal court more than $200,000 for advice he provided on security issues. That adviser in turn funneled the profits of an arms sale back into Balladur's political campaign.
In 1989, Manafort was hauled before Congress for a classic example of Washington double-dealing. His firm received a $326,000 fee for securing for a client a $43 million Department of Housing and Urban Development subsidy for a block of low-income apartments in Seabrook, New Jersey. Manafort then purchased a 20 percent stake in the Seabrook subdivision that was to receive the federal subsidy for which he lobbied.
