Philippine president Dutarte warns of 'revolutionary government' and arrests

MANILA, Philippines — The Philippine president, in his latest outburst against critics, warned he would declare a “revolutionary government” and arrest his detractors if he is pushed against the wall.

President Rodrigo Duterte made the threat late Thursday in a speech in which he expressed exasperation with criticism while trying to fight criminality. Duterte has been known for provocative remarks, which his spokesmen have often downplayed as hyperbole.

“I have enough problems with criminality, drugs, rebellion and all, but if you push me to the extreme, I will declare the suspension of the writ of habeas corpus and I will arrest all of you,” Duterte said, adding that he is willing to face the consequences. “I am willing to be hanged. I’m willing to die.”

Duterte’s threat drew concern from democracy and human rights advocates.

Former Commission on Human Rights chairwoman Loretta Ann Rosales said the country’s 1987 constitution guarantees freedom of speech, including criticism of officials. She said habeas corpus, which requires the state to justify a citizen’s detention, can only be suspended during specific contingencies such as war or dictatorship.

“The president should know that employing tactics from the Marcos playbook does not end well,” Rosales said, referring to Ferdinand Marcos, the late Philippine dictator who was ousted in a 1986 popular revolt.

Opposition Sen. Risa Hontiveros said Duterte should confront China over its increasingly aggressive actions in the disputed South China Sea instead of threatening civil liberties. “Instead of standing up to China’s aggression, President Duterte threatens his own people with warrantless arrests and war,” Hontiveros said.

Unprecedented number of Native American women running in Rapid City, SD municipal election

An unprecedented number of Native American women are running for office in the Rapid City municipal election in June.

Saying that the city council ought to better reflect the people it represents, four of them officially announced their candidacy Thursday in front of the city administration in downtown Rapid City.

"I am running because I think everyone deserves a voice at the table," said Cante Heart, who is running for a council seat in Ward 5.

With Rosebud Sioux member Lance Lehmann running in Ward 4, Native Americans are represented in the five city elections and the mayor's race.

Natalie Stites Means, a member of the Cheyenne River Sioux tribe, is challenging two-term Mayor Steve Allender. The winner will be the first mayor to serve a four-year term.

Stites Means identified access to social assistance and criminal justice as two of the issues important to her. She said that the city council's recent adoption of an ordinance penalizing panhandling was what drove her to file for candidacy several days ago.

The council, she said, failed to recognize that the ordinance unfairly targeted Native Americans.

Kamala Harris Says A Woman Running Mate Would Be "Fabulous," Wouldn't It?

As the 2020 field becomes increasingly more crowded, a number of male candidates have been asked if they'd be willing to select a woman as their vice presidential partner. Now, however, the question has been popped to one of the race's female contenders. California Sen. Kamala Harris said she'd consider a woman running mate, describing an all-female 2020 ticket as "fabulous."


"Yeah, I would. I would," Harris said when asked if she would consider choosing a woman as her running mate during an interview with Mark Thompson, also known as Rev. Matsimela Mapfumo, on SiriusXM Progress' Make It Plain. "Wouldn't that be fabulous?" she added, referencing an all-woman ticket.

Is America ready for that?" Thompson asked.

"We'll see if it happens," Harris replied. "There are all kinds of interesting scenarios."

This isn't the first time Harris' campaign team has appeared to suggest that it was open to the idea of an all-women 2020 ticket. In January, Harris' communications director, Lily Adams, responded to a reporter questioning if women could be both "the standard-bearer" and the running mate on a presidential ticket. "Well we've tried two males on a ticket together more than a few times so... let's try something new," she tweeted.

Some Wealthy Parents Cut Plea Deals in College Admissions Scam

In a busy week in the college admissions scandal, some accused parents have decided to cooperate with prosecutors.

One couple that balked, however, has been indicted with an added charge of money laundering, indicating the government is ready to wield more charges as leverage.

The question is how many will continue to fight — and whether those who cooperate are providing information that authorities could use to build more cases.

Some legal experts have said it makes sense to cut deals, giving the evidence prosecutors have amassed. They have laid out hundreds of pages of wiretapped phone conversations, emails, and bank and tax records in depicting a scheme that rigged college entrance exams and corrupted the athletic recruiting processes of at least eight universities.

Black man held at gunpoint by white officers while picking up trash in own yard.

A black man in Colorado said he hasn't slept well since he was traumatized by a group of white police officers who held him at gunpoint and detained him while he was picking up trash in front of his home.

Zayd Atkinson, 26, said it's been more than a month since a group of officers racially profiled him in a predominantly white neighborhood in Boulder, Colorado, but he's still fighting to overcome the "traumatic experience."

"I thought that once the firearm was out that that meant that he was going to try to kill me," Atkinson told "Good Morning America" in an interview airing Friday. "It was a frightening experience. I didn't know what else to do besides, you know, to fight with my voice and to practice my rights, which were thoroughly being breached."

Atkinson was holding a bucket and a metal trash picker in front of his residence on March 1, when a Boulder police officer confronted him and asked him if he was permitted to be there.
