Hillary Rodham Clinton and Chelsea Clinton, in New Orleans, discuss 'gutsiness and resilience' in new book

Louisiana was not kind to Hillary Rodham Clinton on election night 2016. She won only 38.4% of the state’s vote as she failed to become the country’s first female president.

But Clinton received a rapturous response Saturday when she and her daughter Chelsea spoke at a sold-out event at St. Charles Avenue Baptist Church in New Orleans about “The Book of Gutsy Women — Favorite Stories of Courage and Resilience.”

The 450-page book by both mother and daughter profiles more than 100 women, in politics (Shirley Chisholm and Ann Richards), athletics (Abby Wambach and Venus and Serena Williams), medicine (Florence Nightingale and Clara Barton) and other fields, including Ruby Bridges, who integrated an all-white elementary school in New Orleans in 1960.

The 900 people who filled the Uptown church heard stories about famous and little-known women for $45, which included a copy of the book from Octavia Books, which sponsored the event.

Baton Rouge debate slated to be only joint appearance for John Bel Edwards, Eddie Rispone in runoff

The debate between Democratic Gov. John Bel Edwards and Republican businessman Eddie Rispone next week in Baton Rouge will likely be the only opportunity voters will have to see the two men appear on the same stage before the runoff election that will decide Louisiana’s next governor.

Rispone’s campaign on Friday said the debate, which is slated for Wednesday evening at 7 p.m., is the only one in which he will participate. Both campaigns said they have no other joint appearances on the books.

The debate is being held by Louisiana Public Broadcasting and Council for a Better Louisiana and will take place at LPB’s Baton Rouge studios. There will not be a live audience.

The Nov. 16 runoff election will decide the fate of the Deep South’s only Democratic governor, and President Donald Trump is expected to return to Louisiana as part of an effort to nationalize the election and lift the Republican candidate to victory in a state Trump won by 20 points. While Edwards' approval rating is relatively strong, he faces a tough reelection against his GOP opponent, who benefits from an increasingly Republican-friendly electorate in Louisiana, as well as the backing of prominent party figures both in and out of state.

Governor's race could have dramatic effects on Medicaid expansion in Louisiana

BATON ROUGE -- At a debate during the primary election for governor last month, Eddie Rispone was asked for a yes-or-no answer to whether he would roll back Medicaid expansion, which gives nearly half a million Louisiana adults health insurance. After some hesitation and prodding from the moderator, he said no.

But while he isn’t advocating a complete rollback of the insurance program, Rispone has staked out a position that stands in contrast with that of Gov. John Bel Edwards, the Democratic incumbent who is campaigning in no small part on his expansion of Medicaid.

If elected, the Republican businessman and longtime GOP donor vows to “freeze” enrollment for Medicaid expansion while he roots out what he calls waste and fraud in the program. He also calls the program “unsustainable,” suggesting he would alter it in some fashion.

Like many policy positions, Rispone has not publicly revealed the details of his plan -- for instance, how long a freeze would be in place, or how he would make it more sustainable.

Frustrated Democratic governors find ways to sidestep GOP

MADISON, Wis. (AP) — Wisconsin Democratic Gov. Tony Evers tried for months to get the Republican-controlled Legislature to take up a pair of gun control bills, holding news conferences and touting polls showing strong public support. When Republicans wouldn't budge, Evers turned up the heat by turning to other powers of his office, using an executive order — his 54th in less than a year — to call a special session on the issue.

"We need an up or down vote," Evers said. "We have to get this done, folks."

Evers isn't the only frustrated Democratic governor looking for ways to get around Republican majorities firmly against their agenda. Turning to executive orders is reminiscent of the growing use of similar power by President Donald Trump, and Barack Obama before him, to accomplish their goals without lawmakers' agreement.

In Wisconsin, North Carolina and other states, governors are getting creative to advance their agendas, with varying degrees of success. Evers' use of his broad veto power has so angered Republicans they've filed a lawsuit and trying to amend the state constitution to block the governor.
