IMO such a law would have breezed through any legislature or Congress with the full support of the vast majority of gun owners. I do not think it is too late yet, in many states.
A different path
Rather than starting by shooting the moon, why not go for easy and build from there?
Example- an overwhelming majority of gun owners accept the 'gun show loophole' is an issue and should be rectified. Start where support will be, rather than alienating support with much more controversial, sweeping legislation.
Gun show sales requirement-All sales of guns at any gun show shall require a completion of the Federal Firearms Transaction Record (ATF Form 4473). This shall apply to sales between non-FFL, private sellers and buyers. The operator of the show shall be responsible for having a person authorized to complete ATF form 4473 and conduct NCIS checks. The authorized person will be responsible for completing and retaining forms 4473 in accordance with applicable laws. A fee may be charged for the processing, paid by buyer or seller, not to exceed $xx.
Exclusionary zone- Any sale between parties shall be considered a sale at the gun show and the above requirements apply if the sale is conducted anywhere within the building, in the case of an indoor show, or any designated show/ sale area of an outdoor venue. In addition, the entirety of the property of the venue, to include parking areas and vehicles therein and a distance of 500 feet surrounding the property of the venue, excepting the owned residence of record of the seller of a firearm, shall be excluded from unregulated sales for the published duration of the show, plus one hour prior to opening and three hours following closing. Any sale within this area that does not comply with the above requirement shall be a (felony/gross-misdemeanor) punishable by (jail term/fine) and forfeiture of any/all firearms involved in the sale.

Di Fi thinks we are all crazy
well not you 'Nam guys, PTSD is a new phenomenon. 
This was from the AWB commitee meeting when there was a proposed amendment to exempt active duty military, reservists, and veterans just like the exemption for LEO's both active and retired.
Here is what she said word for word:
...this adds an exemption of retired military. umm, as i understand our bill, umm, no issue has arose in this regard during the 10 years the expired ban was effect, err in effect. and what we did in the other bill, was umm, exempt posession by the united states or a department or agency of the united states so that included active military. the problem with expanding this is that you know with the advent of PTSD, uhh, which i think is a new phenomenon as a product of the iraq war, umm, it's not clear how the seller or transferer of a firearm covered by this bill would verify that an individual was a member, or a vetran, and um that there was no impairment of that individual with respect to having a weapon like this. so you know i would be happy to sit down with you again and see if we could work something out but um, i think we have to -- if you're going to do this, find a way that veterans who are incapacitated for one reason or another mentally, uh, dont have access to this kind of weapon.

The National Rifle Association will sponsor the April 13 Sprint Cup race at Texas Motor Speedway in Fort Worth, track president Eddie Gossage announced Monday during the 1.5-mile oval's annual preseason media day Monday.
The race, shown live by Fox, will be renamed from the Texas 500 to the NRA 500. It will be the first Saturday prime-time event of the NASCAR Sprint Cup season. Texas Motor Speedway (TMS) is among the largest sporting venues in the United States, with seating capacity in excess of 190,000.
The race will happen just two months after Michael Waltrip drove a Toyota in the Daytona 500 with a paint scheme supporting a victims' relief fund for the December mass shooting at Sandy Hook Elementary School in Newtown, Conn.
"It's not about politics. It's about sports marketing," Gossage said of the one-year deal with the NRA that includes a renewal option
