WASHINGTON ― President Donald Trump has been keeping a close eye on Senate races across the country ahead of the critical 2020 elections, seeking to install loyalist candidates on the ballot as he continues to reshape the Republican Party in his image.

But the efforts by Trump and his top allies to handpick candidates in New Hampshire, Kansas and most recently Georgia, for example, has also ruffled feathers with national and local GOP officials who have their own ideas about who should run for the upper chamber.

On Wednesday, Georgia Gov. Brian Kemp (R) defied Trump by appointing wealthy businesswoman Kelly Loeffler to take over the seat of retiring Sen. Johnny Isakson (R-Ga.) next month. The president had wanted Kemp to appoint Rep. Doug Collins (R-Ga.), a vocal Trump defender who has been deeply involved in fighting the House impeachment inquiry as the top GOP member on the Judiciary Committee. One of the president’s top allies, Fox News host Sean Hannity, even got into the mix, urging his viewers to call Kemp and tell him not to appoint Loeffler to the seat.

Loeffler, a longtime donor to both political parties, sought to reassure conservatives who had concerns about her candidacy on Wednesday, introducing herself alongside Kemp as: “A lifelong conservative. Pro-Second Amendment. Pro-military. Pro-wall. And pro-Trump.” The GOP establishment, including Senate Majority Leader Mitch McConnell (R-Ky.) and the National Republican Senatorial Committee, got on board a day earlier, endorsing Loeffler for the seat...............................

Gov. Newsom Blames Trump for Delay in Release of $650M in Homeless Aid

California’s governor on Wednesday blamed the Trump administration for withholding data needed to release $650 million in state aid to combat homelessness.

California’s cities and counties have been waiting since June for the money approved by the Legislature. But state law says the money can only be distributed based on federally approved homelessness counts for 2019.

Most California communities submitted their homeless counts months ago. But the U.S. Department of Housing and Urban Development has not yet approved them.

Gov. Gavin Newsom called the delay “politicized roadblocks put up by the Trump administration.”

Instead of waiting, Newsom said his administration has collected preliminary homeless data from California communities. Based on those numbers, Newsom said the state will open applications involving as much as $500 million of the money. The rest will be distributed once the federal numbers are approved...........................................

He wanted to ban feeding homeless people. Now he's about to lead a federal homeless agency

A consultant known for urging cities to stop “enabling” homeless people, in part by blocking charities from handing out food, has been tapped to lead the agency that coordinates the federal government’s response to homelessness.

Robert Marbut, who has worked with several cities, including Fresno and several other California cities and counties, would succeed Matthew Doherty as executive director of the U.S. Interagency Council on Homelessness.

Doherty, an Obama administration appointee, was ousted by the Trump administration last month. On Wednesday, Gov. Gavin Newsom announced that Doherty will serve as a new advisor to California, helping the state create a federal advocacy agenda on homelessness.

The shift in leadership comes as President Trump has repeatedly vowed to crack down on street encampments in Los Angeles, San Francisco and elsewhere in California................

George Conway called out first lady Melania Trump on Twitter over her criticism of an impeachment witness mentioning her and President Trump’s son, Barron Trump, during the Wednesday hearing.

Stanford University Professor Pamela Karlan made a joke about Barron’s name during her remarks.

"Contrary to what President Trump has said, Article 2 does not give him the power to do anything he wants, and I'll just give you one example that shows you the difference between him and a king, which is, the Constitution says there can be no titles of nobility, so while the president can name his son Barron, he can't make him a baron," she told lawmakers on the House Judiciary Committee.

Melania Trump later criticized Karlan on Twitter, writing: “A minor child deserves privacy and should be kept out of politics. Pamela Karlan, you should be ashamed of your very angry and obviously biased public pandering, and using a child to do it.”

WASHINGTON, D.C. – U.S. Senator Tammy Baldwin is cosponsoring bipartisan legislation to prevent the VA from charging veterans for its own accounting mistakes.

The VA annually sends as many as 200,000 overpayment notices totaling thousands of dollars to veterans and their families, sending them into crippling debt and withholding future benefits payments until the debt is paid. These overpayments are often a result of the VA’s own accounting errors, but the VA puts veterans and their families on the hook for repaying the debt.

The bipartisan Veterans Debt Fairness Act, led by Senators Jon Tester (D-MT), John Boozman (R-AR) and Sherrod Brown (D-OH), would reduce these overpayment errors and require the VA to hold itself, and not veterans, accountable for its mistakes. The bill requires the VA to shoulder the debt burden of overpayments if the VA was responsible for the debt.

“Forcing our veterans and their families to use their VA benefits for the department’s own accounting mistakes dishonors their service and sacrifice. We must do right by our veterans and protect their economic security,” said Senator Baldwin. “I’m supporting this bipartisan effort to ensure those who have served our nation don’t go into debt or have their VA benefits taken away through no fault of their own.”

VA benefit overpayment notices have been steadily increasing, sometimes for a payment period dating back as far as five years. Many of these debt overpayments are at no fault of the veteran or their dependents, but rather VA accounting errors and record mismanagement. Currently, the VA can send out debt repayment notices to veterans requesting the full amount due within 30 days while freezing all benefit payments until the debt is repaid.

The Veterans Debt Fairness Act requires the VA to update its computer systems so veterans can update their own information regarding their beneficiaries, eliminating a key cause of overpayments. Under their bill, the VA would be required to offer electronic notification of debt notices, including information on how to file appeals and hardship waivers. Debt collection would have to adhere to a 5-year backlog time limit and no more than 25% withholding of benefit payments.

Other cosponsors of the Veterans Debt Fairness Act include Senators Richard Blumenthal (D-CT), Debbie Stabenow (D-MI), Kamala Harris (D-CA), Elizabeth Warren (D-MA), Ron Wyden (D-OR) and Jeanne Shaheen (D-NH).
