Washington (CNN)In recent weeks, the government has stumbled trying to explain its plan for reunifying families in the wake of its much-criticized family separations policy at the border.

But newly reviewed court filings show that the byzantine system that has resulted in thousands of children separated for weeks and months from parents elsewhere in government custody was not an accident. It was always the design.

In fact, one of the women in an ongoing lawsuit over family separations was apparently one of the first separations that took place during a quiet pilot of the policy last year. The pilot program has been previously reported, but took on new attention on the heels of an NBC report about it Friday.

A government attorney admitted in court just days before the border-wide initiative was unveiled in early May that there was never a plan for parents like her to be proactively reunited with their kids.

MADISON, Wis. — Any doubt campaign politics is the driving force behind Gov. Scott Walker gambling $3 billion on a subsidy for Taiwanese electronics manufacturer Foxconn has been dispelled by the creation of a single job. According to a report from Wispolitics.com, the lobbying firm hired by Foxconn has brought on Keith Gilkes, Walker’s longtime campaign manager and the head of the Unintimidated PAC that supported his presidential ambitions, to do “public affairs and communications.”

“Scott Walker’s longtime campaign manager working with the firm lobbying for the state subsidy for Foxconn epitomizes how Scott Walker operates,” commented One Wisconsin Now Executive Director Scot Ross. “With this guy it’s all about his political ambitions and his next campaign. His scheme to deliver the largest state subsidy to a foreign corporation in history is no different.”

Campaign finance reports for Walker’s gubernatorial campaign show he has paid the consulting firm run by Gilkes nearly $90,000 in just the first six months of 2017. Between Walker’s campaigns and the Republican Party of Wisconsin, Gilkes has been paid hundreds of thousands of dollars for his work on Walker’s 2010, 2012 and 2014 gubernatorial elections and as the head of the PAC supporting Walker’s failed run for President.

Walker has been on a frenetic, campaign-style tour of the state in recent weeks touting his plan to provide the largest ever state subsidy to a foreign corporation. But Walker’s boosterism doesn’t change the facts of the proposed deal that will have Wisconsin taxpayers sending state tax dollars to subsidize the bottom line of a multi-billion foreign corporation instead of investing in local public schools, roads and bridges or Main Street businesses.

WASHINGTON — U.S. intelligence agencies believe that North Korea has increased its production of fuel for nuclear weapons at multiple secret sites in recent months — and that Kim Jong Un may try to hide those facilities as he seeks more concessions in nuclear talks with the Trump administration, U.S. officials told NBC News.

The intelligence assessment, which has not previously been reported, seems to counter the sentiments expressed by President Donald Trump, who tweeted after his historic June 12 summit with Kim that "there was no longer a nuclear threat from North Korea."

Analysts at the CIA and other intelligence agencies don't see it that way, according to more than a dozen American officials who are familiar with their assessments and spoke on the condition of anonymity. They see a regime positioning itself to extract every concession it can from the Trump administration — while clinging to nuclear weapons it believes are essential to survival.

The White House did not immediately respond to a request for comment.

For the first time in decades an official from the U.S. Department of Health and Human Services spoke at the National Right to Life convention. Roger Severino, director of the Office for Civil Rights said at Thursday’s convention that his organization is “just getting started.”

“Our president is fearless when it comes to life and conscience,” Severino said. “We’re just getting started.”

Carol Tobias, president of the National Right to Life Committee, told the Wichita Eagle News that his speech was significant.

“The leadership at HHS is very committed to protecting unborn children,” Tobias said. “Their willingness to send a representative to talk about conscience protection and to reassure pro-life people that they’re going to work to protect the babies, it was just a nice, very uplifting, very encouraging good message from the administration.”
