Stay-indoors order lifted near scorched Texas chemical plant

HOUSTON (AP) — Authorities on Thursday ordered people to stay indoors for several hours after high levels of benzene were detected in the air near a petrochemical storage facility outside of Houston where a fire sent a black pillar of smoke into the air for days.

Firefighters on Wednesday extinguished the blaze at the Intercontinental Terminals Company in Deer Park, which started Sunday and destroyed several large tanks that contained gasoline and chemicals used in nail polish remover, glues and paint thinner. They continued to spray foam on the site Thursday to try to prevent flare-ups.

Authorities said Wednesday that benzene levels near the facility didn’t pose a health concern, but they issued the shelter-in-place order early Thursday due to “reports of benzene or other volatile organic compounds” in Deer Park, which is about 15 miles (24 kilometers) southeast of Houston. Several school districts also canceled classes for the day due to the air quality concerns.

The order was lifted at around noon on Thursday after authorities said several readings showed the air quality had improved.

Cummings: Ivanka Trump not preserving all official email

WASHINGTON (AP) — Ivanka Trump, the president’s daughter and a powerful White House aide, is not preserving all of her official email communications as required by federal law, the chairman of the House Oversight and Reform Committee said on Thursday.

Rep. Elijah Cummings, D-Md., said in a letter that Trump’s lawyer, Abbe Lowell, informed the committee late last year that Trump doesn’t preserve official emails she receives in her personal account if she doesn’t respond to them. Cummings says that appears to violate the Presidential Records Act.

The letter raises the latest concern about the use of private email and messaging applications to conduct official White House business. It also details the use of the messaging application WhatsApp by Trump son-in-law Jared Kushner and of personal email accounts by other former senior White House aides that Cummings says “raises additional security and federal records concerns.”

The letter says Lowell confirmed that Kushner, Ivanka Trump’s husband and a senior White House aide, uses the WhatsApp to conduct official U.S. government business. According to the letter, Lowell said Kushner has used the application to have “communications with people outside the United States,” though he did not provide the identities of those involved.

Former Trump business adviser Felix Sater to testify before House panels

WASHINGTON (AP) — A Russian-born former business adviser to President Donald Trump will speak to two House committees next week as Democrats begin to gather information in multiple wide-ranging investigations of the president.

Felix Sater, an off-and-on adviser to Trump's business for several years, will testify publicly before the House intelligence committee on March 27 and then behind closed doors to the House Judiciary Committee on March 28. The intelligence panel announced the public hearing on Thursday, and Sater confirmed the closed-door interview.

Sater is of interest to investigators because he worked with Trump's former personal lawyer, Michael Cohen, on an ultimately unsuccessful deal to build a Trump Tower in Moscow. Sater and Cohen also discussed having Trump visit Russia during his presidential campaign.

The interviews come as special counsel Robert Mueller appears to be near the end of his investigation into Russian interference in the 2016 election and as several Democratic-led committees begin probes of Trump's political, personal and business dealings. Cohen spoke to the House intelligence and oversight committees last month, in addition to the Senate intelligence committee, and the the Judiciary and Oversight panels have sent out dozens of document requests related to all facets of Trump's life.

ADDIS ABABA (Reuters) - The captain of a doomed Ethiopian Airlines flight did not get a chance to practice on his airline’s new simulator for the Boeing 737 MAX 8 before he died in a crash with 157 others, a pilot colleague said.

Captain Yared Getachew, 29, was due for refresher training at the end of March, his colleague told Reuters, two months after Ethiopian Airlines had received one of the first such simulators being distributed.

The March 10 disaster, following another MAX 8 crash in Indonesia in October, has set off one of the biggest inquiries in aviation history, focused on the safety of a new automated system and whether crews understood it properly.

In both cases, the pilots lost control soon after take-off and fought a losing battle to stop their jets plunging down.

Florida legislators advanced a bill on Tuesday that is expected to limit the number of former felons who can vote, in part by requiring former felons to pay back all court fees and fines before they can register.

Critics say the measure hits lower-income Floridians hardest and is designed to defy the will of the voters, who passed a constitutional amendment last year restoring voting rights to some felons who have completed their sentences without any mention of fines and fees. Rep. Alexandra Ocasio-Cortez, D-N.Y., wrote on Twitter that the measure was "a poll tax by any other name."

“What the barriers proposed in this bill do is nearly guarantee that people will miss election after election …because they cannot afford to pay financial obligations,” said Julie Ebenstein, a voting rights attorney at the American Civil Liberties Union. “It’s an affront to the Florida voters.”

In November, 65 percent of Floridians voted to approve an amendment to the state's constitution, Amendment 4, that restored voting rights to certain former felons “after they complete all terms of their sentence including parole or probation.” Those who were convicted of “murder or sexual offenses” were not eligible for rights restoration.

The Trump administration has racked up an embarrassing pile of 63 losses in federal courts over the last two years — and experts say it’s thanks to rank incompetence and a failure to do the very basic legwork of making sure new policies will pass legal muster.

“In case after case, judges have rebuked Trump officials for failing to follow the most basic rules of governance for shifting policy, including providing legitimate explanations supported by facts and, where required, public input,” the Washington Post reports.

The Trump team has a particularly high failure record in cases involving the Administrative Procedure Act, which the Post describes as a key law that defends against “arbitrary rule” by the executive branch.

Usually, under other presidents of both parties, the government wins about 70 percent of such cases. Under Trump, that win rate has been reduced to a pathetic six percent.

In his first televised interview since being confirmed as administrator of the Environmental Protection Agency (EPA), Andrew Wheeler said, “most of the threats from climate change are 50 to 75 years out.” However, major scientific reports, coupled with the rise in catastrophic fires, floods, and heatwaves around the world, contradict this statement.

In fact, the very first line of the government’s own National Climate Assessment states, “The impacts of climate change are already being felt in communities across the country.”

It’s unclear to what extent Wheeler has read the assessment; during his confirmation hearing in January, he told lawmakers he was still waiting for additional briefings. He has also made similar statements in the past, stating climate change “is not the greatest crisis.”

During his Wednesday interview with CBS This Morning, Wheeler pivoted to drinking water. “What we need to do is make sure is that the people who are dying today from lack of having drinking water in third world countries, that problem is addressed,” he said.

For most of the last decade, former Rep. Dana Rohrabacher (R-CA) held the title of the most Kremlin-friendly member of the House of Representatives. But with Rohrabacher’s loss in his reelection bid last year, a new contender has laid claim to the crown.

Rep. Thomas Massie (R-KY), first elected to represent Kentucky’s 4th District in 2012, may not be as bombastic as Rohrabacher or have as many colorful anecdotes about drunkenly arm-wrestling Russian President Vladimir Putin as the former California congressman. But he’s distinguished himself in the House for pushing and voting for Russia-friendly measures, time and again.

Massie did not respond to ThinkProgress’ request for an interview.

Widely considered one of the most prominent libertarian members of Congress, the Kentucky congressman made news last month as one of the few Republicans to vote against President Donald Trump’s emergency declaration, describing Trump’s national emergency plans as “overreach.”
