That is what these unidentified secret police really are. Send in the SWAT team with their military vehicles and announce put down your arms and lay down. Arrest them on the spot. Check out their credentials down at the station. Could be stolen or fake. Block their escape in their rented vans or shoot the tires if need be. Announce that anyone holding a weapon is now considered an aggressor.
Precedent? Texas State Police arrested some militia folks under similar conditions.

It it inclusive of "All", not exclusive.
