A terror suspect arrested after a car crashed into a barrier at the Houses of Parliament at high speed is not believed to be known to the security services, police have said.

At least three people were injured when the silver Ford Fiesta hit a group of cyclists and pedestrians waiting for traffic lights to change. Rooftop camera footage shows the car mounting a pavement on the wrong side of the road before, witnesses said, it travelled at up to 50mph for around 40 metres (130ft) and hit a bollard.

Scotland Yard said a man in his late 20s was arrested after the incident at around 7.30am on Tuesday. The suspect was taken to a south London police station, where he remains on suspicion of terrorism offences. He is not co-operating with officers.

Meanwhile, as Theresa May warned of the "severe" threat facing Britain, new figures showed a huge spike in terrorism investigations, with the number of live cases of suspected plots rising from more than 500 in March to 676 by the end of June.

Police have shot a man who launched a knife attack in Paris dead after he killed at least one person and injured four others.

A witness told The Independent the assailant was shouting "Allahu akbar" and trying to get into restaurants as diners barricaded the doors.

"First one we thought it was two guys fighting," said Fiona, who was having dinner in Kintaro restaurant and did not want her second name published.

"People that were queuing outside ran into the restaurant screaming, so everyone panicked and threw themselves on the floor."

Russian President Vladimir Putin suggested in a new interview that people with different ethnicities who hold Russian citizenship could be behind interference in the 2016 U.S. election.

Putin told NBC News in an interview that the U.S. was refusing to work with Russia on cybersecurity and “instead throws 13 Russians to the media.”

“Maybe they are not even Russians, but Ukrainians, Tatars or Jews, but with Russian citizenship, which should also be checked,” Putin said. “Maybe they have dual citizenship or a green card, maybe the U.S. paid them for this. How can you know that? I do not know, either,” he added.

Israeli lawmaker Ksenia Svetlova quickly called on Israel to condemn Putin’s “harsh” comments, saying that "if Israel does not defend the Jewish people, no one will, according to Haaretz.

"Maybe the Jews meddled in the U.S. elections. Maybe the Jews rule the world, maybe the Jews slaughtered Jews in Poland – all of these claims have one root cause – a hatred of Jews," Svetlova said.
