Is Ruben Gallego going to give the Keynote Address at the 2024 Democratic National Convention?

Between 11/2028 to 1/2029, AZ is going to have a Democratic Governor(Katie Hobbs). Hobbs will appoint AZ US Representative Greg Stanton to Ruben Gallego’s US Senate seat if Gallego gets a position in the Federal Executive Branch.

When MT US Senator Max Baucus left the US Senate in 2013 to become US Ambassador to China,

Why didn’t Steve Bullock appointed Brian Schweitzer to that seat?
Schweitzer could have won the 2014 and 2020 MT US Senate Elections.
If Tester decides not to seek re-election in 2024, Is Schweitzer popular enough to win in the November General Election?
