It is very clear. The ball is in Pelosi's court. What will she do next?
Plenty of observers are coming away from Muellers statement with the impression that hes unwilling to testify before Congress. However, that is not at all what he said. What he did say is that hes not interested in discussing anything outside of his own report. In other words, when he does inevitably testify, House Democrats wont be able to get him to specifically admit that Trump committed a crime, and House Republicans wont be able to get him to comment on Trumps pet conspiracy theories.
The bottom line is that Robert Mueller threw up his hands today. He made a point of essentially saying Its your ball, House Democrats. Speaker of the House Nancy Pelosi has been lining up some kind of strategy against Donald Trump, which she hasnt yet revealed. Now that Mueller has done what hes done today, look for Pelosi to reveal more of her strategy soon.

He made clear that he did not consider charging President Donald Trump because he knew he could not indict him. Mueller also said that he found substantial evidence that the President obstructed justice.

The Washington Post is reporting that special counsel Robert Mueller is expected to make a substantial statement at the Department of Justice on Wednesday and that it wont just be a refutation of reporter Michael Wolffs controversial new book claiming that Mueller had drawn up an indictment against President Donald Trump for obstructing justice.
Additionally, the Post reports that the White House was notified Tuesday night that Mueller planned to make a statement on Wednesday, according to a senior White House official.
