Latest from Puerto Rico

Just talked to family and they told me that FEMA is telling people that any funds provided by them for home repairs need to be spent at Home Depot- nowhere else. Also, they are setting up info desks inside the stores in order to "facilitate" things for people. Is this normal? Sounds kinda shady to me... Are the Home Depot folks Republican donors or something?
