A big part of it, which the media has hinted at, is the Russian mob's using "real estate" to launder money to various interests. To do so, they do not focus on finding resources that obey the law. Rather, they identify those who are financially and morally bankrupt, like Donald Trump. And Cohen was an easy path to Trump.

On a side note, to show what a weak group the Trump-fellows were, consider that sad sack Sean Hannity being eager to be dealt in on a hand of this game.
