They do have experience handling unaccompanied minors and evidently have an available network of foster homes and shelters.

I don't think they need all the secrecy and moving the kids in the middle of the night, throwing blankets over their heads like they did with the girls NY1 filmed. As a retired fed, I wouldn't be surprised to find out the agencies are required to keep the names and identities of the kids out of the public record for reasons of safety and security. My point is, this might not be what it seems on the surface.
